and then the second thing our legislation does -- and when i say our i'm talking about senator joe manchin, a democrat from west virginia, has introduced this bill in the u.s. bill, i, along with democratic support, were able to get it out of the energy and commerce committee and so this debate is vitally important today because the president is going so fast in such an extreme way that will make it impossible to use coal in america with a new plant, and we've never had a national debate on the issue. soed to we can at least have this -- so today we can at least have this debate. the second thing this legislation does, applies to existing plants, e.p.a. said they're going to regulate existing coal plants, and we say go ahead and do it, set the standards, but congress will set the effective date for that regulation. so it's a very simple piece of legislation, one that i think is necessary to protect the american people and to ensure that america remains competitive in the global marketplace. in might also say that addition to that, i want to make one other comment. emissions from the energy
