madam president, i proposed an amendment to the ndaa with senator flake and manchin expressing the sense of the senate that we should have an authorization debate about whether we should be at war with isil and the amendment that i proposed was ruled nongermane. barracks mold? yes. vehicle rust? yes. the athletic programs at west point? yes. whether we should be at war? nongermane to the defense authorizing act. interestingly, we even took a vote on the floor of the senate in the ndaa about whether or not we should arm the kurds in a war that congress has not authorized that we could debate and vote, but whether we should be at war we have not debated and voted. so i went back and i looked at article 1 of the constitution and i found that there was no requirement that congress vote on barracks mold or rust prevention or military airfield lighting. now certainly we can and should take up those matters because each of those matters even if they just affect one barracks or one airfield, are about matters of safety of our troops and military personnel. of course we should take them up. but t

the air-land subcommittee validated yesterday by accepting the chairman's $75 million mark and the manchin amendment. the secretary of the air force should be avionics modernization program in direct support of the daily training and contingency requirements of the army airborne and specifics operations unit. and this occurs in more than one base. this is not just about north carolina. a senator: order in the chamber, please. there tillis: the secretary shall provide personnel to operate and maintain the aircraft. there are 210 c-130's left. it will hopefully replace about 30 of the j models that will leave us about 130 c-130-h's in the fleet. the air force has spent $2.3 billion on the c-130-4 program. at the time that they canceled it, it was on schedule and at cost. the joint requirements council validated and the program had begun the initial reduction process. we have 30 at little rock which will be flown to the bone yard instead of being put to the use that i'm suggesting in this amendment. i would appreciate your support. and also would like to say thanks to matt donovan and steven

i want to thank senators blunt and cantwell and manchin for defending these american jobs. with that i would yield back. a senator: mr. president? the presiding officer: the senator from north dakota. mr. hoeven: i rise to speak about the national defense authorization act. this is legislation that we are currently considering and we need to pass. it is important for our military and it's important for the american people. i've offered a number of amendments and i rise to speak about three of those amendments at this point. the first is s. 1483 which involves r.p.a. flight training. essentially s. 1483 would instruct the air force to consider allowing private contractors to provide the air force with training for remotely piloted aircraft or r.p.a.'s. these are the vehicles used in unmanned aerial systems commonly called u.a.s. currently the air force is training pilots for r.p.a.'s, remotely piloted aircraft, within the service itself. but there are some very skilled private contractors, in fact, the people who make unmanned aircraft that could be doing high quality traini

at the beginning of this congress republicans and democrats came together to pass the hoeven-manchin bill for the keystone pipeline. we also maced the amy and vicky act to create an effective restitution process for victims of child pornography. others deserve credit on that bill. in a bipartisan manner, republican leaders cooperated with democrats to real estate peel and replace medical sustainable growth rate. instead of resorting to patch after patch year after year, it's what we've been through around here for so long, it's really -- that's really a tremendous achievement. we came together to work out a balanced package that both protects seniors and includes important cost controls. it demonstrated the scope of what congress can do when members work together and it represented an important step forward in reforming our nation 's entitlement programs. with regard to that, we paired it with the chip bill which was the hatch-kennedy bill, for young children left out of the health care system. and that passed, too. we have been on this -- built on this positive momentum when we pass
