joining me now, joeman manchin of west virginia. his state west virginia is one of the hardest hit by the epidemic. thanks for being here. >> thanks. >> you wanted the president and you supported the president's commission recommendation that this be declared a national emergency, public health emergency is different, only 90 days, though it can be renewed and the money is not available immediately. are you disappointed the president didn't declare this a national emergency. >> you can say too little too late it's not, basically again this started putting at high level. there's not one person in that room today and not one legislator that hasn't been affected. i'm ground zero, west virginia, i got more deaths per capita, more people addicted per capita. when sometimes the money gets divided up, jake, it goes on population. well less than 2 million people live in my state, population wise, bigger states are going to get more share. we've got more problems. i try to relate to it. this is lying fighting a war. you have your soldiers on

the same candidate and if they continue to do that, you're going to see claire mccaskill lose, joe manchinose. >> well, you know, chris, i think the one thing that a lot of people tend to forget about when there's all this focus on 2018 and what the democrats can do is the republicans aren't nearly defending as many seats as you mentioned, the democrats are so the de offense and defense and republicans have it, you know, all things considered not nearly as difficult as the democrats might. >> reporter: no, you're exactly right. i mean, really you're looking at 10 seats on the democratic side that they have to defend again in states that donald trump won and two seats on the republican side in arizona and new mexico and that's really where the rift is. it's on those two races in arizona and mexico where steve bannon is on the other side of the incumbents and the challenge exists with jeff blake is you've already got -- nice way donald trump is going to side with mitch mcconnell there. i think the jury is out on what happens in nevada and i think you'll see everybody come in behind dean hell
