let's start with joe manchin.he stick in the mud in the democratic party in the senate right now? >> i think senator manchin, of course, is one of the most conservative democrats in congress and has for many years. comes from a state donald trump won twice. he comes to the table with a certain motivation. i think he wants to see democrats and republicans work together. he wants to see bipartisan cooperation on practically every issue. and that becomes a bit of a hurdle for democratic governance. for most democrats in congress, the first question they ask when they consider a bill or a piece of legislation is, is this bill a good idea? is it worthwhile? will it help people. for joe manchin, among the first questions is can this bill get bipartisan support? can it get support across all of congress? and that incongruity, that conflict becomes a point of serious breakdown for democratic governance. >> what's the issue with kyrsten sinema? why does she also follow that same category when they both have different backg

they need to play cat moderates like manchin and cinema. they need to get it through and have it into law that they hope by september or october and also that separate $1.2 trillion bipartisan infrastructure plan that passed the senate that pelosi will not move forward on until the senate passes the larger democratic-only plan. a lot of issues that they have to negotiate here. can they get there is still anyone's guess. >> as my daughters would say, easy peasy lemon-squeeze ynchtsz is what you laid out. i see this as something slightly more than halfway there. the road could get longer in the long slog ahead. how big of a win is this moment for joe biden right now? >> significant, kate. he's given himself a chance to succeed. as manu indicated, long road to go. i wouldn't even say they're halfway there yet. however, they have gotten these two tracks in alignment in a way that makes it possible for them to get to the finish line. obviously when you have extremely narrow majorities in the house and the senate where there's, in fact, zero marg

but then there's the joe manchin factor throwing a wrench in things. talking about on "face the nation" saying, listen, things should advance on their own merit. >> that's right. we are in, again, a really interesting time right now. what you can hear is the careful navigation that schumer is going to have to walk here. as a former senate staffer, sundays is unusual to be together. 2,700 pages to go through. negotiating with a bipartisan group where every single team and staffer has to dig through that and make sure what their boss said is in these pages. so you can hear it in the different languages people are using. schumer is saying we're going take this one step at a time. yes, it's imminent and every single step needs to be careful. and the house, there is no doubt now is the time to put on that pressure and say as you figure it out, there is a house need here in order for this bill to pass. but listen, everyone knows we are in unusual times. and so these measures, opening on sunday, making sure you have a bill that has the broadest reach at the v

what have you heard from the president and from joe manchin and others that gives you some sense that this might end the right way? >> i've been concerned that we have not put the same level of priority around protecting the rights of citizens to fully engage in our elections. this is not about partisanship. this is about supporting and upholding the constitution. i am concerned as we celebrate the huge infrastructure package, we should commend the administration for that, but we also recognize, particularly in the african-american community, that the new deal policies, as great a piece of legislation they were, all those pieces of legislation, it created structural barriers for african-americans. so as we celebrate on one side, we recognize unless and until this administration, the senate prioritize access to voting, protecting our right to vote, we will fall behind as a nation. we will fall behind as a community. so i don't get into the conversation of which vehicle should be used or what procedure should be moved away. get it done. >> right. >> protect the rights of voters to fully

and in the end, nancy pelosi really crushed joe manchin and kirs sten cinema in that attempt. >> the thing about that, lawrence, is it is not supposed to be done. and the only penalty for trying to do it is the penalty that was inflicted on manchin and cinema this week is they look ineffectual. i'll use that as a noun rather than an adjective. it gives you some sense that we know these two chambers have their own dynamics and their own way of operating. that's what this highlights more than anything is that joe manchin and kyrsten sinema will use their power in the senate to obstruct concessions. in the house, it is very hard for individual members certainly and even small clicks of individuals to act in that same way, especially when you have a strong leader. there is just more punishment that can be dolled out. there is more pain that can be inflicted. and, so, you just ultimately you will find yourself looking at each other and saying, am i really going to capsize joe biden's agenda and am i really going to get in the cross hairs of nancy pelosi? that's the difference between the

joe manchin has concerns with some of the provisions.o this is an effort to try to get a more slimmed down piece of legislation through both chambers. they are looking to see if they can secure republican support for this. host: they have already gotten support from lisa murkowski, correct? guest: yes. it is interesting to note the rules coming up in the house would also procedurally advance this voting bill, the john lewis bill, so there is pressure on centrists to support the movement tonight that they are not blocking this john lewis voting rights bill. that does not necessarily mean they will be on board with the actual budget resolution vote on tuesday, so the coalition we could see on monday night in procedural motions could be different from what we see tomorrow. host: we will remind viewers too about that vote. the rules committee is meeting this morning at 11:00 a.m., and we will have live coverage here on c-span, we'll stream that as well. as kristina peterson mentioned, they will vote on that rule this evening. we will have ga

when manchin says he wants fix this, he's not telling the truth. we have to be careful with these watered-down bills. what we need is the bill that john lewis wrote with his dying breath. we said we were going to intensify. we've got calls, ali, to come to west virginia, like we did in texas. this is the 100th year anniversary of the blair mountain fight when black and white coal miners fought together. we're headed to west virginia now. we cannot turn back on this now. this is too serious. it's time for the president to meet with the multi-racial group of clergy, poor and low-wealth people, economists, voting rights lawyers. go to the will of the congress. reset this whole argument. it's about the constitution, about our morality. he said to the poor people's campaign he wanted to do it, but some of his staff don't seem to get it. some of them think you can litigate out of this and mobilize. that's not how we're going to win. we have to have federal protection against this political insurrection going on in state capitals. >> when merkley comes up

i mean, if you need the democratic moderates, most notably manchin and kyrsten sinema?, in the house, we have a four-vote majority. and so, you know, the -- the reality is joe manchin's vote is important, and every one of our progressive members' votes is important. and so, this is gonna be a time where we have to come together to pass the president's agenda. and let me just be clear, 3.5 is not just a number that was pulled out, randomly. it is actually what we need, if we are going to deliver on these priorities. and remember, anderson, we're not talking about all the tax, you know, the -- the -- the tax-fairness pieces that are going to be in this package, at the end, which generate enormous amounts of money from the wealthiest individuals and biggest corporations to pay for these investments in working families' lives, so that they can wake up and have a better future. >> are you concerned about the level of trust or lack of trust between the progressive and moderate wings of the democratic party? because cnn's reporting that moderate-house democrats are considering

emily: let's break down what senator manchin said this morning in a statement. he is concerned about the amount of the package. right now that is set at $3.5 trillion, but we have a long way to go. what the senate passed yesterday was a blueprint for budget reconciliation. now we are going to get into the nitty-gritty after the house passes it later this month, trying to figure out the details come exactly how much is going to be spent. there is room for negotiation to bring that amount a little bit lower, which is what manchin is pushing for. one thing in the statement is manchin voting against a reconciliation package. centers will be working on this throughout -- until september 15 and possibly a little bit later, trying to nail down the details. once again, in this process of negotiations, of discussions, you are seeing posturing from senators like joe manchin as well as moderates in the house. at the end of the day, no one has come up yet and said firmly that they will be voting against a budget reconciliation. it seems at this point they are going to try t
