[laughter] david: it has been reported in the press you were spending the weekend in delaware. anything you can tell us? sen. manchin: i had a nice visit. president biden and i have known each other for quite a while. but knowing each other in the political arena and knowing each other as a person is a different setting. since he has been president, we got to know each other as who we are and hopefully he knows who i am and i basically said to the president my philosophy of politics is this -- when i got involved in 1982, i always thought government should be my partner, not my provider. david: as a result of the session you had with the president, do you think you came away with understanding of where the country is going on all these bills? sen. manchin: i have said this and i think all of you remember, i thought long and hard about taking a strategic pause. my reason for saying that was a lot of the things in this reconciliation bill, a lot of the things, we had covered in the amer

manchin: oh my god yes.hter] i was upset because i saw a guy come in one time to talk to my father. i was 35 years old with no kids. i had no intention of getting involved in politics. a guy came in and he started talking about favors. this was a local politician. when he left, i said he made it look like that he was doing you a favor to take your people of his constituency. he is not doing his job. it got to me like a knife, i said i'm going to run. my dad says you don't want to get involved in politics. that is not a good profession. how prolific he was back then. i said that, you are hypocrite. you always said you want good people involved who have good values. they should get involved for the right reason. i think i was raised right. i feel pretty balanced. he looked at me and said, you are right. let's go get him. i ran and i won. i was one of 100 and the house of delegates. i said if i was in the state senate, i would be one of 34. if i was governor, i would be one of one. i could do something. now i'm

manchin: yes.have you ever thought my life would be easier if you shifted to being a republican? somebody said recently that people have approached you about doing that. sen. manchin: every day. it would be much easier. my goodness. is that the purpose of being involved in public service? i have never thought -- what i'm telling you now is who i am. do you think by having a d or and i or in our will change who i am? i don't think r's will be any happier with me than d's. that is as blunt as i can put it. i don't know where in the hell i am going. david:david: is being governor more fun than senator? sen. manchin: oh, my god, yes. being governor and i got involved in politics and was upset because i was 35 years old with three kids. i had no intention in getting involved with politics. a guy started talking about favors, a local politician. when he left, i said he made it look like he was doing you a favor to take care of the people of his constituency. he's not doing his job. this guy went through

manchin: i did not author. had input because i saw the four people -- the for the people in know it was aspirational. everything you can imagine was in the bill. we are trying to protect the voting rights act of 1965, which got shot down in this shall be decision in 2013. we have not even fixed that. because basically it went from nine states to 13 states and they threw it out. i said, all 50 states should be held responsible and accountable. when i was secretary of state, we used to have a secretary of state association meeting. we were always competing who could get the greatest turnout. now i am realizing people are looking at the venues they would get if people don't vote or certain people don't vote. that is beyond my comprehension. i cannot believe that my republican friends do not see it that way. they keep saying how many republicans you got? i'm working and talking to every republican and i said, what have you done? who is the last person you talked to on the republican side? david: are you worried abo

so senator manchin doesn't appear to be that close. a deal? >> victor, i'm letting the president have those conversations. the president came to the caucus, and assured us that he would get 51 votes in the senate for this deal that he has been negotiating with senator manchin and senator sinema. we had a deal several months ago. those two senators weren't there yet. we understand we have to get 50 votes. we continue to compromise but make sure we have a truly transformational bill. the president thinks he can get 51 votes for the bill. we're going to trust him, do our work in the house, and let the senate do its work. we're tired of just being -- continue to go wait for one or two people. we trust the president that he will get 51 votes for this, and we will pass both bills through the house as soon as we have these final negotiations wrapped up. >> i want just your reaction to those words from the senator where he calls them shell games, and budget gimmicks. to that you say what? >> i don't think it's necessary for me to comment on it

manchin is going to manchin. they think he'll ultimately be there in the end. the senator noted he was there on the rescue plan, on impeachment and aca. the white house and progressives and house leadership are moving forward with their plan to potentially pass the build back better plan along with the infrastructure bill as early as this week. and progressives in the house are saying they're on board as long as those are happening in tandem. that appears to be the change from last week when progressives were saying, we're not for infrastructure at this point despite being pressured by the white house. but the only thing that seems to have changed is they feel as long as they're happening simultaneously, back-to-back in the house, that they're ready to move forward on infrastructure. >> this is interesting because one of the things you hear from progressive leaders like congresswoman jayapal is, we're not worried. joe biden, president biden has assured us the 50 votes will be there. 50 plus one, kamala harris, the vice president, and that's all. in other words,

now, that is much quicker than joe manchin wants to go, so what will manchin ultimately do? that's going to be a big question. first he needs to get out of the house. nancy pelosi is working behind the scenes to try to resolve the lingering disputes within the democratic caucus and trying to actually build techs finalized by the end the house rules committee could consider it as soon as tomorrow and maybe be on the house floor thursday, maybe friday. it's not that easy. she can only afford to lose three votes and moderates in the house who are squeamish about the expanse of this proposal. they're not quite there yet. it's uncertain how it will play out but there are some issues unresolved, one on drug pricing allowing medicare to negotiate prices. democrats have been squabbling about this issue. kyrsten sinema has resisted what a lot of liberals wanted. but the liberals and kyrsten sinema and the house have agreed to let medicare negotiate a handful of drugs including cancer, insulin. still the question is, can they get the votes, can they get that out of the house and will

he has to get manchin.e some work and some changes that are likely going to happen to this house bill if they can get it passed next week if they can get it across the finish line. >> you've heard progressive lawmakers say they'll tank it. whether they're bluffing or not, i think that remains to be seen, but one of the thing they're running into with joe manchin every time a progressive goes after him he gets stronger. no one will beat joe manchin to the left in west virginia. every time bernie sanders starts to run an op-ed in a local paper that makes joe manchin stronger and strengthens his resolve. >> and lawmakers get mad he gets so much attention, but he's exercising power they have. he decides to exercise it publicly all the time. when you have no votes to spare in the senate because it's 50/50 and two or three in the house because you have a two or three seat margin, everyone is prime minister and everyone can make demands. a headline manchin objects to tax credit for, you know, made evs meaning the

latest set of concerns and obviously in all this, i keep saying manchin, manchin, manchin. i am not even talking about senator kyrsten sinema here, who may bring yet a whole different set of issues to the table. manu raju is outfront. so, manu, what does this mean? these developments for the fate of president biden's sweeping economic agenda and as i said, that so-called build back better plan that he has staked so much political capital on? >> yeah, lot of questions about whether the bigger bill can even get out of the united states senate. one senator can defect and derail the whole thing. joe manchin's making clear he could vote no. he is not anywhere near where the democratic leaders wanted to be. where the white house wants him to be. despite months of painstaking negotiations to court him behind this bill. now, that is uncertain. what happens to larger bill is uncertain. separately, the infrastructure bill seems more and more likely to become law and potentially within days. that's because the progressives in the house have now indicated that they will not hold that b

aides are saying he's not spoken to manchin since manchin spoke yesterday.the president's senior aides have not done that. it's going to be job number one. the president is going to get his infrastructure bill. is that enough or is he going to say we've got to get this done now, not thanksgiving or christmas? >> i'm sure he's going to lean on joe and maybe not in a way -- not in a confrontational way i'm sure because at this point either though you hear other people in congress saying we shouldn't let one man dictate it. the numbers that they have one man can dictate the agenda for democrats right now. like that's just a fact so they have to deal with them and if manchin wants to turn, flip, you know, the game board over and take -- or take all his marbles and go home, they need him, like that's a fact, and so joe biden is going to have to see what he can do to get joe manchin on board? >> but can you then keep -- that's a shift from progressives to say we're going to vote, 100% of a shift. okay, fine, we'll give you your infrastructure bill and then we'll t

joe manchin sort of said this is where i am. i am not going to rush this process along simply because there's a frame work that we're talking about and the progressives in the house want to vote on both together. that's not going to impact my time line. over to you congresswoman jayapal, over to you, joe biden, i think victor's interview with jayapal was really interesting. if you thought she was going to let joe manchin get under her skin and escalate this, she said to you, this is a time to lower the temperature. this is a time for cooler heads, this is somebody who's leading that progressive caucus, not just to be a loud voice outside the process, but actually to be delivering on these bills and getting them across the finish line, which is just a different tactic than we have seen. this is somebody who is taking her position as the head of the progressive caucus, and aligning it with action, not just words. >> so david, we know that senator manchin could vote no on that larger spending bill. if the house passes both the infr

i would say the frustration with manchin is boiling over, but manchin -- i mean this is one of those, for many democrats, this is the government that they have. you know, democrats are very keen on saying 98% of house and senate democrats support this agenda as written. that's interesting to know, but that's not -- that's not the game that we're playing here. they need to have joe manchin and kyrsten sinema on board, and they don't have at least manchin on board at this moment. >> jake, where does this leave us now. voters are going to virginia today. terry mcauliffe said he wanted this done by today. that's obviously not happening. as polls suggest, he could go down to a narrow defeat. talk about the political implications puts swirly on the shoulders. some one who came to the office, i know how to negotiate with my former colleagues getting deals like this done. yes, it's some of his senators were the hold out here. we heard from congress members who are saying look, this is up to biden to bring manchin on board. how does he do that? >> this is not particularly enlightening. there

joe manchin we know is a fiscal conservative from west virginia. but caller is right that many of the programs proposed would help a number of people in west virginia. west virginia is one of the states that is affected by climate change, although joe manchin has been resistant to any of the programs to wind down hole production -- coal production. these are the challenges that democrats are facing. they need every single one. that is why there has been significant give-and-take, especially with senator manchin and senator sinema. at the end of the day, they will need to sign off. joe manchin was able to whittle down the price tag. he ultimately agreed to $1.75 trillion. there are many progressives who say that number is far too small. others say $1.75 trillion is transformational, a significant number and a hell of a lot better than the zero that joe manchin originally proposed. host: lucy, newport news, virginia, democrat. caller: thank you for taking my call. i am calling because these congressmen and senators are out of touch with reality. on c

will joe manchin be there?er, the democratic senator and also a former governor of virginia. so obviously quite attuned to what is happening today in that fine state. senator warner, very good to have you. do you think in the end, senator, the president is right that joe manchin will get on board with this? >> listen, neil, i wasn't surprised at all by what joe manchin said yesterday. it's been what he's telling me and telling everybody. i also agree that we should have voted for the bipartisan infrastructure deal back in september when it first came up. that would have helped the president. it would have helped turn mcauliffe in virginia. would have shown the economy in terms of relief on whether it is roads and bridges long-term or broad band or resiliency. we are where we are. the final details -- if i told you this has taken more time than i thought about, but when you talk about tax policy changes, taking it time to get it right is the right thing to do. one of my critiques is the 2017 trump tax cuts is it

is that even possible after manchin's announcement today? >> it's unclear how that's going to play out. there are negotiations behind the scenes to get -- make changes to the large $1.75 trillion plan and it's also unclear whether joe manchin will be there at the end of the day. he is threatening to vote against the plan if it were to come up in a form that he believes could hurt the economy, could add to the debt, add to inflation. can those be resolved? that remains to be seen. in a hopeful sign for the white house, there are new indications the separate bill, the infrastructure package, could get a final vote in the house come the coming days. progressives who had been demanding joe manchin and kyrsten sinema sign off on the larger build back better agenda before they agree to vote for the infrastructure plan are saying they'll no longer demand those two senators commit to supporting it. they'll leave the white house to deal with that and pramila jayapal, the head of the progressive caucus said once the negotiations are done with a larger
