joe manchin's home state. why support anything chuck schumer, joe biden, nancy pelosi or john kerry want for coal? that is what the people are asking joe manchin. why, why, why? it is incomprehensible, they say, by any minor will support the legislation. that is the impact of folks at home that joe manchin is not paying attention to at all. what is the money going to be used for? well, there is the climate slush funds. there are the sorts of things that joe biden ought to be familiar with. when he was vice president there was a thing called -- ways to government money. many projects. they will be loaded into this bill as well under the grand title of one big climate slush fund. then there are all these subsidies for electric vehicles. enter reach people. you earn up to $300,000 a year for family, full subsidy. electric vehicle costing $80,000. that is what we're looking at here. at a time when families are hurting, inflation is eating in the people's paychecks, people are concerned about their future. even if

yes. >> what effect has senator manchin had on this bill? sen. schumer: in a 50-50 senate, anyone can have influence. senator manchin was talking about inflation before anyone else as long as the world put up with him and his all of the above energy apology though i might have specific disagreements with it, is generally getting broader acceptance, particularly with the ukraine war and oil prices going up etc. so he had a real impact on the bill. senator sinema had specific issues she was interested in. she was always very smart about it and she was true to her word. cinema had promised senators that she would vote for his amendment. and to cut back on state and local deductibility, there were a few members of my caucus, not me, that do not care about the issues and are not going to vote for the bill. so we spent several hours trying to figure out a way to keep senator sinema true to her word. but get it done. and we did and you saw the result. >> pumps in the road, this still has to go through the house. was it really due to their being upset about the manchin deal?, i mean, honestly, i have no idea. i don't -- i'm not up there. i'm only -- i'm watching it from the outside. i don't know why they did it. but i do know this, the explanations that they have given thus far are scatter shot, they're all over the place, and none of them make any sense. the thing that people have to realize is the bill that came out of the senate wasn't a democrat-funding gimmick, it came out of the senate veterans affairs committee, with jon tester and jerry moran, a democrat and a republican, it came out of that committee unanimously. republicans and democrats. and then it went to the floor and the senate approved it 84-14. there has been no funding change since then. there has been no gimmick inserted by anybody. none of this makes any sense. >> you know, it is interesting, you always have been very cynical and in some ways correctly so about how washington operates, how politics operate. here you have thrown yourself in the middle of it on a couple of different bill

i want to thank leader schumer and manchin, joe manchin, senator manchin, for the extraordinary effort that it took to reach this result. thank you. and let me speak to one other issue. let me speak to one other issue. the g.d.p. and whether or not we are in a recession. both chairman powell and many of the significant banking personnel and economists say we're not in a recession. but let me just give you what the facts are. in terms of the state of the economy. number one, we have a record job market, record unemployment of 3.6% today. we've created nine million new jobs so far, just since i became president. businesses are investing in america at record rates, at record rates. foreign business are investing in america, hundreds of millions and trillions of dollars, sum total. $100 billion in semiconductor investments already announced by intel, samsung and texas instruments. more than $100 billion in electric vehicle battery investments by ford, general motors,-day, tesla and more. and just last week, s.k. corporation of the republican of korea announced $22 billion in new investment

instead, manchin's going to... construct again... good. ( laughter ) ( applause ) his change-- his change of heart-- manchin's, i mean, his change of heart really surprised senate minority leader and taxidermied chicken thigh, mitch mcconnell mcconnell can't filibuster this bill, because it's part of the budget reconciliation process. but to dissuade democrats from even trying that, mcconnell had threatened that republicans would block a different bill, a popular semiconductor chip bill that would make the u.s. more competitive with china called, "the chips and science act." which i believe also pays for the development of new three- dimensional cool ranch technology. it's like the sodium is coming right at you. yesterday, mcconnell did allow that chip bill to be voted on because last week, manchin said he was never voting for "build back better." then, just hours after the chip bill passed, schumer and manchin announced their reconciliation deal! boom! they pulled the old "bait and mitch." and you have to get up-- ( laughter ) ( app

ashley: the manchin-schumer part absolutely. there were very few people inside the white house who knew that this was coming together. there was a sense -- manchin's people had told brian deese that they had resumed negotiations. but they've been negotiating with senator manchin since the very beginning of this administration. so again, it really was sort of surprise and delight and something that they truly were not expecting. not just several weeks ago but even a handful of days before it was announced. leigh ann: so asma, is this something you have this bill which is on the precipice of passin you have better-than-expected jobs numbers which were now back to pre-pandemic levels of employment, are these things -- other bills that have passed as well, the pact act, the chips bill, are these things that the president and democrats can now take to voters? asma: it certainly a strategy that democrats are hoping that they can campaign on ahead of the midterms. look, i think -- when i have gone out in different parts of the country

dagen: a new bill from shy you her and manchin -- schumer and manchin that raises taxes and does notlation. a new study shows the inflation reduction act of 2022, surprise, surprise, will not reduce inflation, finding that the act would cause inflation to slowly rise until 2024 before then sliding. researchers having, quote, low confidence that the legislation will have any impact on inflation. the bill also aims to raise taxes by $327 billion, those are new taxes, bringing the total deficit to $300 billion. deficit reduction, this is according to senate democrats. joining the conversation all morning long, former wisconsin congressman, fox news contributor, sean duffy and michael lee strategy founder, michael lee. good to see both of you gentlemen. sean, it's astonishing to me that the democrats, schumer, manchin, want to raise taxes and spend hundreds of billions of dollars more when we are being gripped by stagflation. >> you know, it's a really good point, dagen. $700 billion of additional spending, then $400 billion of it goes to he global warming. i want to make a quick point.

joe manchin negotiated that hydrogen powered cars can qualify as well.e has a plan, i know toyota is really interested in hydrogen power. hydrogen is also going to be pretty critical for trucks and stuff like that. the tax credit can help that industry going as well. there is a lot of alternative vehicles that are kind of pump -- sponsored. that kind of gets those emissions down. host: when it comes to homes, they go from $9 billion for energy efficient home retrofit. what is the conclusion? guest: this is something you and i, or people who own a home can qualify to get the benefit. this is to help electrify your home of the bit. they be you put a heat pump and instead of gas burners. i know my mom who lives up in the northeast still has a gas /oil powered heat which is too expensive now. so she has been looking at a heat pump but they are expensive. right now they are a little expensive to buy. labor, installation it's like putting in a new central air system. she would qualify for a rebate under this program and it would probably pay for that he pump i

manchin might not yet get his way. >> right. you bring up a good point, stuart, because what will the house, democrat house members do? are hay going to allow and accept this mountain valley pipeline that manchin negotiated? i mean, this is something that makes the house democrats and the progressive democrats have a heart attack. they don't want any money going towards pipelines, and so i think it presents a big problem for manchin. but remember are, we've still got to get senator sinema onboard. she's not convinced on big spending bill, so the democrats are walking a fine line because hay know they're going to be in trouble if they can't deliver a legislative victory, or even more in trouble, i should say, going into the midterm elections. 9. stuart: doesn't it leave a bad taste in your mouth when big spending bill gets possibly passed because one senator gets a pipeline? doesn't that just ring badly? >> well, and when you're looking at, stuart, the fact aha when manchin can barely answer the question of does he want democrats
