chairwoman joe manchin amy klobuchar. we have worked on these issues for a long time -- the example of coming together and making things happen. so get a chance to talk while senator manchin and senator collins, both good friends of mine are here, talking about some of the reasons for the hearing today. as you pointed out, the electoral count act of 1887 just turned out to be more troublesome, potentially, and than anybody had thought. what happened in 1876 was that tightly contested race you are talking about between children and hayes in four states. florida, louisiana, south carolina, and oregon, all had two different groups meet on december the 6th of 1876. each of those groups sent in a competing set of electoral count. there was no way, really, to deal with that issue at that point in our history. the congress passed the electoral commission act, which really did not work very well either. it ended with a compromise that put hayes in the white house. and it largely ended reconstruction in the south at the same time,

now manchin and schumer cut that deal to secure manchin's support for the inflation reduction act.hich is that sweeping democratic measure that was just enacted just a few weeks ago. now manchin and schumer have to figure out a legislative vehicle to attach that permitting deal to. so they decided to try to attach it to this bill to keep the government funded past this friday. but it issen -- it is encountered problems, they don't want to vote for it. and some liberals, including bernie sanders has raised concerns about the environmental impacts of the proposal. so even though there is support between the leadership and joe manchin and the white house for this deal, it is likely to face not and overcome a 60-vote threshold to overcome a filibuster today. how does he get through, there are significant provisions in there including $12 billion in aid to ukraine, money to deal with the flooding in jackson, mississippi, not to mention keeping the government open past this friday. but they are likely to probably ultimately pass this stopgap measure by the end of the year. but again, a b

>> well, senator's manchin's concern about inflation is very well placed.its beginning was absolutely gigantic in terms of the deficit spending involved and not funding programs for the full ten years. what eventually emerged is a much more targeted bill, a lot smaller, and the reason i was involved is that i see the opportunity here for american innovation to do climate related products. and you know, that can create jobs, both new jobs and jobs to replace the ones that as hydrocarbon production is going down, that you want to shift into these new industries and you want america to lead the way. and so it's got tax credits for innovative work in the areas of climate change where we don't currently have economic solutions. and so, you know, i put a lot of money into that, and so i'm always glad to talk with politicians or other people. you know, i'm not taking any credit for the bill. you know, people like senator schumer, senator manchin work hard, and i do think the bill is a great achievement to solve climate change and build new american industries. >>
