supervisor mandelman? >> supervisor mandelman: thank you. it has been nearly a quarter century since the city of san francisco to demand treatment on policy. [please stand by]. >> supervisor mandelman: more than a decade later, in 2008, voters passed proposition t, reiterating the city's commitment to the policy and requiring the department of health to submit an annual report to this board assessing demand for substance use treatment and requiring that the city budget include follow-upping to -- funding to fund the plan. for years, a hardy and irrepressible group of experts have pushed the city to make investments in behavioral health services and treatment, and finally with this mayor and this board, the city may finally be hearing the call. last year's d.p.h. budget finally increased funding for substance use treatment to $81.5 million, and the mayor's proposed budget for 2019-20 increases that to $89.6 million, which amounts to a 20% increase over twoers i can't. earlier this year, the mayor and this board added 100 new treatment beds, a

so, supervisor mandelman? >> supervisor mandelman: hello, chief. thanks for being here. i guess i'd like -- so the bla has sort of shown up -- a pretty significant increase in both the budget going to the department and the size of the police force over the last few years. and so it's presenting these recommendations, you know, kind of a fairly modest haircut on what has been, from their perspective, a pretty significant increase. so i guess to start -- the overtime that you're proposing is over and above the basically $20 million of overtime in your budget for last year, right? you have 155 new sworn officers. is that right? >> those figures don't take into account attrition and retirements, resignations. >> supervisor mandelman: okay. so last year's budget, or this year -- the current year's budget was supposed to add 155, and then the next two years are supposed to add 95, but you're saying we need to consider who's leaving the force. >> yeah. this is our budget manager caroline wells. >> just to clarify, the 155, that came from 155 more officers would be on the stree

supervisor mandelman? >> supervisor mandelman: i think it was a fantastic move for the city to take over maintenance, but it results in a lot of fantastic trees coming down, and demonstrating the trees actually needed to be remove. however, that still means that a tree is under canopied, particularly on the west side, you know, there are large portions of the city that need many more tree that's they have. so we ought to have an aggressive expansion. and i think it is $2 million for 1,000 trees. so if we're taking out -- if we know we're taking out 4,000 trees, i believe that's an $8 million project. but that doesn't get to the broader project of expanding the canopy, adding trees. and i think the number of -- was it 160,000? what was the number of additional trees that we're supposed to bring on over the next five years? >> chair nuru: 60,000 but to the canopy cover that is desirable for cities that have good canopy covers, like sacramento. >> supervisor mandelman: so i missed the math, but that would be

supervisor mandelman has a question. >> supervisor mandelman: i think there may be a document floating around that i don't think i have. >> supervisor fewer: i think they're presenting it on the slide, is that correct? >> yes. overhead. >> supervisor fewer: it looks like we might have to zoom out a little to see the whole thing. i'll go line by line. the original request for $1.2 million of foot beats becomes $776,000. the $367,000 for the housing development and bayview mission and central stations, we're asking to keep that. $800,000 for neighborhoods, we're reducing that by half. the $200,000 for the health streets team that was for the conventions and the major events. we've eliminated that. and the transit, the $400,000 for transit, tourist high season areas, foot beats and car break-ins, we reduced that to 1500. we'll continue to focus on car break-ins, but also leverage our relationships with muni. and take advantage of hopefully grant funds to shore that up as well. $500,000 for mid market and civic center foot beats. we've reduced that to half, down to 3,000 hours. so in total

supervisor mandelman, please present your commendation. >> supervisor mandelman: thank you, president yee. george ridgely, come on up. we need to honor you. today, i am honored to recognize a queer community leader and a person who for many years has put on one of the city's biggest and best celebration, george ridgely, the execute director of san francisco pride. george took the helm of san francisco pride in 2014 and in july, he will be producing his sixth and unfortunately final pride. on june 29 and 30, pride will commemorate the 50th anniversary of the stonewall riots with a rally in civic center as well as a parade on market street. putting a parade on for 1 million street is hard work, but george makes it look easy. he has led the festival through some of the our community's biggest highs and lows, from celebration in 2014 to mourning in the wake of the pulse night club massacre in 2018. before joining pride, george spent 11 years producing another iconic, and he ran his own production company where he managed the production of the lgbt's soiree. he's been also involved with th

supervisor mandelman, peskin, safai and brown. >> president yee: supervisor mandelman, please present your commendations. >> supervisor mandelman: happy pride week, happy pride month. i'm recognizing the owners of jolene's -- [applause] are they here? there is shannon. okay. here's the deal on jolene's. it opened its doors in december of 2018, san francisco's first transand queer women of color owned bar and restaurant. the queer and transspace that they have created is of city-wide importance to the lgbtq community. at a time when queer-owned and serving businesses are being displaced from our city at an alarming rate, jolene's is creating new space for the community. after a decade of organizing parties for queer women and starting her own events company, jolene started searching -- for a permanent home for u-haul, her party for -- [screaming] -- her party for girls who love girls since 2014. despite san francisco's reputation as a global lgbtq capital, the 2015 closure of the last surviving lesbian bar left queer women without any spaces of their own. with few options available, jo

thank you again supervisor mandelman for introducing the amendments and to president yee, supervisor haney and the community advocates for working on them. >> supervisor yee: supervisor brown. >> thank you. yes, i too want to give my thanks to mayor breed and supervisor mandelman for taking on this and really diving deep into this really difficult, complicated issue. for people suffering with ex trem mental illness, i think we really need to do better. i think we all agree of that. we shouldn't wait for contact with the police to provide shelter and treatment. i agree we need a better, much more robust mental health system and that we need to have appropriate housing for people facing mental illness. and yes, we also need more front line mental health providers on the streets to connect with people already on the streets and suffering. i think that's really important and especially i would love to see that kind of force out there to be ahead of the police contacting people on the streets. but, we also need a way to help people who are in severe crisis but won't accept help. we cannot
