. >> supervisor mandelman: thank you. next speaker. >> i am john mccormick in the community organizing office. i am here to tell the story of cheryl china co-worker and member of the tenderloin people's congress. on wednesday of this week cheryl was attacked on the corner of golden gate and leavenworth across the street from my office. a whole can of mace was unloaded to her. she ran across the street and was briefly pursued by the gentleman who unloaded the mace on her. he unloaded a whole can of mace. under no circumstance is that okay in any circumstance. cheryl is very traumatized by this. she is not feeling good. she is in the condition i haven't personally seen her in before, and she believes like i did that if we had treatment on demand, this never would have happened. treatment on demand if it was implemented years ago, the mental health of the people in the tenderloin would be better and this never would happen. cheryl isn't here because of the trauma she is facing. we talked before this so i can tell her story.

supervisor mandelman. >> thank you, chair mar. yes, going back to when i first heard people telling me that the city was closing or downsizing the arf, i couldn't believe that was true. my initial reaction was there is no way we would do that right now in this time when there is such a scarcity of beds. i was familiar with the work that the arf does and the importance of it. as i began digging, the picture became more complicated and more troubling as we learned that in many ways i think the proposal that came forward a couple months ago was a well-intentioned effort by dph management to fill empty beds. and learning we had for many years had empty beds, not just at the a rf but in the locked facility on the third floor was in a lot of ways even more troubling to me. i thought it was important to make clear that everyone on this board and also to get the mayor's concurrence believes we need the arf, a publicly operated long-term care facility for people who cannot and will not be effectively serve would by nonprofits or private op

[applause] >> president yee: supervisor mandelman. >> supervisor mandelman: thank you, president yee. st. francis lutheran folks, you want to come up. today, i want to honor st. francis lutheran church on church street for the sunday morning hospitality hour. for nearly 25 years, members of st. francis and their neighbors and friends have provided a weekly breakfast for all of those hungry. each saturday, volunteers meet in the afternoon to sort food donated by trader joe's and whole foods and deliver to the church by the amazing folks at food runners. then bright and early on sunday morning, like really bright and early, like 5:00 a.m., volunteers meet to prepare a delicious warm breakfast. each week more than 100 meals are served. last year, st. francis was able to serve more than 6,000 meals over the course of the year. they provide an hour of respite for folks facing chaos on the streets, a warm room to set aside belongings, read, chat with with friends or just rest. people ask me what they can do about homelessness in san francisco? i encourage them to volunteer to st. francis or
