where is mandelman pushing the mayor to follow through on this ordinance? from mandelman, silence. where is his care for the unhoused people? there is no need for legislation to create safe sleeping sites. the mayor can do this on her own without new legislation. why isn't mandelman calling for the mayor to do more? what this legislation does do is that it allows the city to criminalize homelessness and conduct sweeps and pushing unhouserd -- unhoused people off the streets. that's why mandelman a proposed this ordinance because he doesn't give a shit about unhoused people. this is not a place for all, it's a cage for all. there is available temporary housing. there are thousands of hotels room not being used because of the pandemic or thousands of move have -- people moved out of sf. take those homes and give them to unhoused people. you can pay for those houses at market rate for the cost of this stupid legislation. that's the real solution, but mandelman, businesses and pearl clutching neighbors don't care and won't push for real solutions. i oppose this ordinance and supervisor

supervisor mandelman was not able to join you today. the items before you today are resolution to extend existing zoning rolls that require a conditional use for proposed change of use away from residential care facility to other use and required hearing on the planning department report for those controls. with respect to the controls supervisor mandelman original originallyproposed these in reso the long-term care crisis in the report from the city long-term care coordinating council assisting living working group. that report documented the alarming rate at which we are losing these facilities. as of 2018, san francisco had 43 fewer than in 2012 t.242 critically living builds were lost in those six years. the trend has continued since then with an additional loss of 11 facilities including 226 beds in the two years since that report was issued. the intent of these controls is to discourage the further closure and conversion of facilities and slow loss and and dress the challenge. when the supervisor put forward the 18 month controls

[please stand by] >> the most obvious explanation and the reason your perjuries ps wouldn't change much, you will get more whistleblower complaints. my other question really has to do with new rules. one of them you touched on, i was curious how that episode had impacted whistleblower complaints going forward. it's reminding people that there is this ability and maybe obligation to report when something is wrong or seems wrong. that seems like a positive. the harder question that i would invite anyone to speculate on if they're willing to or feel comfortable doing it -- this looks and feels like shocking. to have this number of department heads going down. it creates -- this is unfair because most people in san francisco government are doing their jobs. they are corrupt. they are motivated to serve of public interest. to see this many department heads going down and other folks in these department implicated things that are fraudulent, makes one how this was able to go on for so long.
