supervisor mandelman? >> supervisor mandelman: thank you. one thing that i didn't get to ask is how we deal with folks that didn't necessarily want to participate in treatment, and i thought that this would be an opportunity to explore, you know, what happens if someone is put into a therapeutic environment that they cannot leave. you can't force someone to participate in their own treatment, but you can keep them away from substances. some people anecdotally say that there was a period from illegal substances when they were in jail, and i had some thought that we would be getting information or data about how a public health approach might work for someone in the deep throes of addiction, unwilling, or unable, who knows, but not being able to have a good conversation about self-awareness or self-insight to get them to a different place. if we were able to clearly put substance use disorder in the package of things necessary for a path to an l.p.s. conservatorship, what would that look like for a person who's not interested in getting help f

supervisor mandelman? >> supervisor mandelman: yes. i would think about investing in shelters and other ways to immediately move from the street and potentially into permanent supportive housing, and i think we have overbalanced that, the permanent supportive housing in favor of the shorter term and more immediate exits, and wonder what your thought right side -- thoughts are about that and how to think about that? >> thank you, supervisor mandelman. in 2019, the homeless population, over 8,000 individuals in the city and the county, i was just struck by the fact, and i shouldn't have been, but over half, over 65% have been homeless for over a year. given my experience and how long it takes to develop low-income housing, anywhere from six to seven years, there's got to be a balance. we just look around, and we see that there's a problem with undersheltering at this time. so i'm all for -- it's just -- that's got to be addressed, and there has to be a balance, and there's got to be -- for as long as the shelters have the necessary servi

supervisor mandelman >> supervisor mandelman: i want to thank supervisor ronen and supervisor safai andor's office and ivy lee for tackling an issue that is concerning to my constituents and merchants large and small in any district as well. i heard from parties across the city, residents, business owners, troubled by this. its impact on the sidewalk is challenging, impact on street life is challenging what it's doing to facilitating the sale of stolen goods is awful. i want to commend and thank everybody, supervisor ronen and others for doing everything we can within confines existing state law to tackle this problem. the existing state law, sb946, that constrains and bounds what we can do as a city is i think problematic. i think that it's good to really see whether we can make this work. i think that's what supervisor ronen are trying to do here. i think that is right. all we can do really as a city. i think and have expressed the state senator weiner and planning to express other members of the state legislature, we may need to rethink revisiting aspects of sb946. >> president walto
