supervisor mandelman? >> supervisor mandelman: thank you. on the updates, a little bit on abag. the abag executive committee heard efforts to place a regional housing bond on the 2024 ballot. it's encouraging to see this effort beginning to take shape, and i look forward to sharing more updates as things develop. on tjpa, where i serve as vice chair, the salesforce transit center and rooftop park remain open for business. we're continuing to lease that facility, which is an important part of supporting economic recovery in our downtown. its meeting earlier this month, the board heard an on going study for the downtown rail extension project that will determine how tjpa, the city, and the county transportation authority will all work to deliver this investment in our downtown core and i continue to appreciate the strong guiding role of our t.a. staff in making sure these governance arrangements will set us up for success in delivering this project. and lastly, a note on csac. they are urging their members to urge the legislature to pass the governor's care [indiscernible] legisla

now, supervisor mandelman. >> supervisor mandelman: thank you for those strong words of support, madam chair. i want to apologize for not reaching out to george. and i will happily come and talk to the many member organizations as they're willing to have me and yell at me about the failures of the city in various respects. i do think this is an important measure. i think it's important to get it done this year for a couple of reasons. one, is just to set the record a little bit straight. this is not 2016. this is not an increase in the sales tax. which was what was contemplated in 2016. this is the maintenance of an existing sales tax. and really, the approval of a new expenditure plan. now, there are things in the expenditure plan that folks don't like. we can talk about that. but it was the result of unlike the process that led to the muni bond, this was a participatory process with open meetings and lots of people from various different communities and various different transit agencies making their case. i think it's quite different from the way the muni bond went onto the ballot.

supervisor mandelman? >> thank you. i support this preference and i think it's deserved and important. but i do think there's this discussion highlights a brokenness which we've been talking about in supervisor safai and moving bmr staff and it's the bmr that's sitting vacant. i think it's right for supervisors to push bureaucrats to be creative and look for new ways of doing things and i also think that as a former bureaucrat myself, sometimes elected officials think things are simple when they are not for reasons this are hard to explain in front of a microphone or at least in a quick way, so but this cries out for you know, a broader look at how bmr's are getting moved and you know, and i think perhaps another look at the preferences. i have heard from a lot of people who were ellised after 2010 and they're nowhere in our preferential system. good luck if you were ellis after 2010. if you're, you know, a senior who doesn't otherwise need -- you don't meet these preferences and 75 years and disabled and
