in 19 11, there was the famous triangle fire down in manhattan. and smith was on the commission that was passed by the legislature to study labor law, and smith drew closer. he became good friends with francis perkins, rose schneiderman. in past, in this very chamber, the labor laws which would regulate fire e escapes, hours of service, health codes, workman's compensation. hand in hand with that probably was the advent of civil service. there was always rumors that he wants to pack everything with democrats, but he used to say, and this became more prevalent as he got towards the end of his gubernatorial career, was that the most qualified person should have the job. smith was well-known to have people in his cabinet that were republicans that were not enrolled, people that had nothing to do with government at all. his highway commissioner was a military engineer who had, i believe, republican affiliations. so smith wanted the most qualified people around him. some of that bled over into the civil service. he wanted to have good civil service. he

the manhattan democratic party. tammany hall from the mid 19th century was best known as the machine of machines in urban america. it was identified as a primarily irish machine, a machine in new york that really depended on neighborhood power, word power, and that was as much about sort of taking care of your neighborhood and coming up through the neighborhood as it was anything really about national politics. tammany, absolutely the most powerful force, certainly in new york city politics at that moment, but really in new york state democratic politics as well. >> john evers, how did tammany hall fit into the 1928 election? >> that was the brush that painted smith into a corner. we talk about the religion issue. this started at the convention in 1928. tammany hall would go to the conventions, and they'd always have -- as we said, new york was a key state. they would nominate the democratic candidates. in fact, many elections we had both a democratic candidate and republican candidate from new york state like teddy

manhattan had 2.3 million people. the current population of manhattan is 1.6 million. they had 2.3 million. one-half of them, 1.15 million, lived in south of 14th street in manhattan. that is essentially the size of the peninsula of charleston. imagine one million people living from here south to the battery. 1,200,000 people living. you were looking at the most crowded spot on earth. people speaking all these different languages. i think your picture of that is the right one. tocqueville's warning in that kind of a situation is like paris in that he knew it had a revolution in 1789 and '97, that had a revolution in 1830, that this kind of thing could occur. we didn't for a variety of reasons, including that the efforts of some often religious-based charities, get involved in those areas, those cities and that prosperity enables people to fan out and live lives that are economically independent. and that we build things through the church. you have catholic and jewish organizations, for example, playing significant roles in those situations. >> let's take some more que

i was born in manhattan, so i'm a real new yorker, but when i was very young, about a year old, i was yelling and streaming so much as a kid in this small manhattan apartment that my parents felt it was really important to move to the suburbs. so, we moved to connecticut when the suburbs were really quite rural and i grew up in riverside, connecticut. i went to public schools in riverside, through junior high school. and then the high school in riverside was this building that had six or seven stories with three- minute or four-minute passing periods between classes. and while at that time i was quite good at going up and down stairs on crutches, i was not going to be able to do that in three or four minutes with crowds of high school students, so my parents thought i should go to a prep school and i went to exeter. i was at exeter for three years. and i had to climb stairs there, too, but the schedule extends through the day and it was easier to organize. i enjoyed exeter a lot. i often think today most of what i know really comes from exeter, because i actually worked hard at exeter
