tonight, we are 50 years of the san francisco manila sister cities. there's a bridge that connects the thrill of the orient to the city by the bay. it is a bridge of ambassadors, one made of people whose roots and hearts and the pacific ocean. in april 1961, the city of seven cisco formally and stated a committee under the office of the mayor to become the preeminent cultural and economic [inaudible] between san francisco and manila, developing a system that promote closer ties between the cities. this year, the san francisco manila sister city committee represents -- celebrates its 50 year, marking five decades of service to our people. the san francisco bay area filipino american community salutes this milestone, a legacy of goodwill and true filipino american pride. >> representing the san francisco manila sister city committee, are defective chairman -- our de facto chairman. deep convection south of manila.e got outer bands moving right through that region. when it interacts with the higher elevation you have near manila we have a process we call orographic lift that causes moisture to go into higher elevation. it causes the moisture to be enhanced. some place could have a foot of rainfall. i don't care where you happen to live, if you have rainfall you're going to have some flooding. when you have really deep hillsides and soil absorbs some of it. eventually the soil becomes saturated and gravity takes it's toll. tropical storms, one thing you have a lot of wind. southern california we've got wind of an entirely different variety. not a flooding situation, no. santa ana winds up, gusts 45 to 60 miles per hour. could see downed trees, power line issues, also delays expected there. speaking of delays, look for delays in chicago. we have snow to wrap things up, parts of central and southern florida, you're going to see rain there. much the eastern seaboard and parts of the central plains p

that was certainly the case in manila in the philippines. there wasn't even a direct hit. whenever you have a landfall like that, it's always going to be a flooding situation. obviously, this situation, it was the rain. here is the center of the storm. you can make out that deep convict. if you look at the outflow, searching over 1,000 miles, clear down to way through the philippines, but notice this one element right here that's moving through, that goes through manila. that is the thing that spawned all the heavy rainfall again and again. it's the outer band that came sweeping through there. wind was not a factor at all. you had the flash flooding and the mudslides and the huge loss of life. unfortunately, those fatalities are probably going to go over over the next several hours and the next several days. wind is certainly a big component when you have these systems. will be lynd a huge story in sorry california where today we have the santa ana that has been cranking up again. winds going anywhere from 45 to 50 miles per hour gusts, 60-mile-per-hour gusts. you see the

as for temperatures, manila and bangkok, a pair of 30s. we're looking at ulan bator, the high for tuesday, minus 15, and 8 degrees for the tuesday high, chilly for us tomorrow. let's head over to north america and talk about this potent frontal system that will be disturbing this pacific northwest area for the next several days. i'm talking about coastal heavy rainfall as well as gusty situations. gusts could actually build up to about 100 kilometers per hour. heavy snow is not going to be seen in the central area, but gusts also very strong. this could actually also reach up to 100 kilometers per hour and sustained winds. we're talking about 50 kilometers per hour in some areas. so even if the snow is not too significant, that can combine and become blowing snow and blizzard conditions. now, here, gulf moisture. there's enough of that to bring you showers in the gulf states, which could be heavy at times. you see that heavy part, the pink area, that is moving through. heavy rain could even turn into snow in the overnight hours. chilly as

meanwhile we have 22 in taipei and we'll be in the low 30s in bangkok as well as manila. okay. now into north america. a very slow-moving winter storm system is going to be dominating the southern plains and actually spreading up into the great lakes region. let's see what's happening. we've got a couple of low pressure systems here. the front that stretches up into eastern canada, it's going to be a very potent storm indeed. you can see where all the heavy snow is going to be here across parts of kansas down into new mexico. and then it's going to be turning over to some freezing rain, a bit of a mix. we could see some severe thunderstorms with that as well towards the gulf coast and up into eastern texas. then the rain spreads up, turning to snow in eastern canada. so that's the set-up for monday. temperaturewise, we have a series of 7s in toronto, new york city as well as chicago. a warm day in atlanta ahead of the storm coming in, 17 degrees for you. 11 in oklahoma city and behind the storm, certainly is going to be much, much cooler and you can see the blues diving down in

manila at 31. we're talking about just that freezing point in beijing. let's head over now to north america and talk about this system coming in towards the north, the northwest. this could actually bring snow exceeding 60 centimeters in some areas. and coastal heavy rain could reach up to 200 millimeters. gusts could be strong as well. and this is an ongoing situation. so i think pacific northwest you'll be ending the 2011 with a very stormy and wet note. now, this one is moving away and then sliding across quebec very slowly. this one can also bring very gusty situation, up in the north, all snow and down here, very wet. now, let's head over to europe and talk about what is going on here. in the north, as you can see, that cloud is going to be disturbing the scandinavian peninsula as well as northern uk and northern ireland. gusty situation here, gusts could also pick up to about 110 kilometers per hour in some areas. and very heavy rain as well as two to three meters of high waves in the coastal areas and scandinavian peninsula. but meanwhile, west ce
