manu, i was just talking with kristen welker over at the white house.s to the health care law which is going into effect on tuesday. nothing the republicans can do to stop it. sounds like they are looking at other options with regard to the government and there's an expectation that perhaps republicans will blink. what's your assessment? you've spent quite a bit of time on the hill these days. >> yeah. that's the assessment from senate democratic leaders, too. i remember a lot of these past fiscal fights the president has sought to cut deals with republicans that have sort of infuriated democrats on the hill. at this point the democrats on the hill and the white house are really on the same page here. they believe that once the shutdown happens, presuming that it does, that the public blame will fall disproportionately on the republicans. and at that point boehner will have to come back and pass something to keep the government operating at least until mid-november. now, that, of course, there's a question about whether or not the white house and the de

so, manu, you cover him, you know him. is john boehner going to cave, give in on this fight, live to fight another day, say, in two weeks over the debt ceiling, what's going to happen yet? >> we don't know yet. one of the plans was to train the republicans to focus on the next fight, the debt ceiling fight and get past the -- >> 24 hours ago almost exactly, he comes out of the caucus and it sounded like there was a deal. >> well, it sounded like they were going to move forward on their own debt ceiling proposal in the house republican conference. but they probably don't have the votes for that plan. so how the speaker deals with what the senate sends over to him is a major question. as we know, the senate is a very slow-moving body. if the house moves a bill back to the senate, there's probably not going to be enough time to avert a shutdown if it's anything that's not to the democrats' liking. so this is a big, big problem right now. i'm not sure if the house republicans really know exactly how this is going to end up. >>

one of the tweet i want to ask you about, manu from gary on twitter. do your gusts expect congress to increase the debt limit without strings? i'm sure rrk eb will want something in return and obama said no. >> guest: he just laid out exactly the debate right now. the thing that the house republicans are demanding are cuts that are e actual to the amount the debt ceiling would be raised, and in addition to budget reform and other issues they will need. should be tied to the debt ceiling increases. the difference between right now and when the republicans demanded this in 2011, the time in 2011 the white house said they would be willing to negotiate. of course, that lead to bring -- bricksmanship. 11th hour. looked like the country was going to default in the deal of the budget control act right before the debt ceiling had to be raised. and that prompted all sort of other issues including sequestration which everyone complains about today. the white house said we're not going negotiate at all. we need to raise the debt ceiling. at this point, the two si

joining me here in washington to discuss, manu of raju, ana marie cox. what are probability of a potential government shutdown? >> by the most it increases. the senate will come back tomorrow and vote to kill the anti-obama care provisions that the house added in yesterday. at that point it will go back to the house and they'll add even more things to take aim at obama care. just hours before a shutdown and democrats in senate are not going to accept that so the question will be whether the house does something to avoid that deadline at midnight tomorrow or whether there's going to be a shutdown for days and weeks to come. >> how much have you slept the last few days by the way? >> not a lot. >> the makeup is covering up the eyes and all that. do you expect to sleep much in the next two days? >> not really especially as we get closer to the bigger deadline october 17th to raise the national debt limit. a fall full of fiscal crises there's no way out of at this point. >> these are manufactured crises. >> that's the criticism. particularly on the stop gap

manu, let's start scombu tackle the syrian issue wee been talking about.hat is the timeline for congressional action on this resolution that the president is pushing, and when are we going to see the final decisive vote here? guest: well, it's going to start this week. it's going to happen very quickly. the senate is the first one that's going to act. harry reid, the majority leader, is going to begin the procedural motion to have a vote by mid week. we're looking at probably a wednesday vote, which would require 60 votes in order to move forward to a final vote. that is a critical, critical vote in the senate. it's going to be very close. uncertain whether he can get to 60. that's going to be critical. what the house does is not clear at this point. the house may vote this week, but they may push it into next week. but the very late least, if the senate passes a measure, the house will act by next week so. this is moving very, very quickly, and that's what the administration is really launching the full-court press right now. host: on this issue of the fu
