let's get to manu raju who is live for us on capitol hill. manu? was he too sane? what happened? >> reporter: he's the third republican nominee to have seen his candidacy collapse and in the last three weeks in the aftermath of kevin mccarthy's ouster as speaker. three weeks to the day. republicans have not been able to coalesce behind a single candidate among sharp divisions into this unprecedented moment. the house could not act on any issue, including aid to israel until they resolve this -- this crisis within their own ranks and this bitter in-fighting that continues to persist. tom emmer took a number of votes that did not sit well with members of the hard right on issues like spending and raising the debt limit and codifying same-sex marriage and on voting to certify the 2020 election and not overturn the 2020 election. and all of which prompted some concern on the right. more than he could afford to lose in terms of votes. moments ago, he made clear he's dropping out of this race. despite being nom ated three and a half hours ago, indicating he had no path going forward an

let's get right to cnn's chief congressional correspondent manu raju on capitol hill for the very latestat are you hearing? >> yeah. after weeks of infighting and complete gop disarray that has left the chamber completely paralyzed, unable to act on the nation's business, there are clear signs this morning that finally, republicans can put this ugly episode behind them. there is momentum behind mike johnson's bid to become speaker of the house and none of those members that you indicated there have indicated they'll vote no on the house floor which is good news for johnson who has been working behind the scenes overnight and into this morning to ensure that he does not have more than four republican defections on the house floor and the expectation at the moment is that he will not. now in talking to a number of the republicans over the last day. some of the more moderate members from swing districts, they say they're simply ready to move on. that is something congressman mike lawler told me last night and some of the hard line members are falling behind, given johnson's conservative pol

i want to get straight to capitol hill where manu raju is, who has been doing extensive roorting. what's the latest that you're hearing on that critical question. will democrats bail out kevin mccarthy? >> reporter: the short absentee is no. coming out of that meeting, you're right. there was the view among members that they cannot trust kevin mccarthy. i they listened to that video clip that you refer red to abou kevin mccarthy on the sunday shows, and a number of them went up to the mics, one after one, indicating that they can't trust him. there's no reason to save him. i did not hear from a single member. i talked to many in the meeting who are ready to vote to help him out in any way. that's the message coming from the democratic leadership. include ing hakeem jeffries, wh was quiet during the meeting, but wants the caugcus to come t a consensus position. it's let mccarthy sink. >> we encouraged a republican colleagues, who claim to be more traditional, to break from the extremists, end the chaos, end the dysfunction, end the extremism, we are ready, willing and able to work

according to his office he was not harmed, cnn's manu raju joins me now on the phone. monika this is unbelievable. >> yes terrifying incident that happened about 9:30 this evening, he was parking his car at the navy yard not too far from the capital. three armed men came up to his car in approached his vehicle, and he was carjacked a gunpoint. his phone was stolen and his i.d. was stolen and even his -- was stolen. and of course his car was stolen. the suspects are still at large, they are searching for the suspects along with the vehicle. the congressman was not harmed according to his office, he was shaken up by all of it. we've seen some violent episodes and congress -- he was punched in the face in an elevator in the apartment. rand paul was stabbed. members of congress are certainly not immune to violent episodes. it's not uncommon for members of congress meant to be out in about, they have fund-raisers, and dinners in this incident was a scary one. a long time texas democrat henry cueller. let's go to manu raju for more reaction. okay, there's this forum, so people are starting to throw their names out there. tell us about it. >> reporter: yeah, there are at least six candidates right now. it's turning into an absolute free for all as republicans are in turmoil, trying to figure out how to move forward. they are absolutely broken, in the words of a number of republicans coming out of this very tense meeting that curd earlier today, and after just a series of days where they have been unable to figure out how to move the house out of its state of paralysis. then started almost three weeks ago when the speaker of the house kevin mccarthy vote out in historic fashion, unprecedented fashion. as a result nothing can get done until they elect a new speaker and they haven't been able to do that. the first candidate to replace them steve scalise collapsed because of opposition within the ranks. jim jordan tried to two multiple rounds ands and we saw today losing 25 republicans. ultimately going behind closed doors and

cnn's manu raju is live. manu, you caught up with speaker mccarthy, what did he share with you?reporter: yeah, i wanted to know what exactly his plan was if he does in fact lose the vote which could happen this week. remember, any one member can call for a vote to oust the speaker. that has never been successfully done in american history but it's something that matt gaetz is threaten doing do, claiming that mccarthy broke from promises and also accusing him of going against his word by pushing through the government funding bill to keep the government open for 45 days. something that was reached to avert a government shutdown just this past weekend. the question now is how that vote will take shape. it could happen within the next two days if gaetz makes that motion today. he has not done so yet. it would be five republicans to vote to kick him out of speakership if all democrats vote that way as well. what democrats do remains the key question at this home. hakeem jeffries, the democratic leader has not made a decision as he weighs what to do. i asked the speaker what to do, w
