for more on this new bill, let's bring in manu raju on capitol hill. tell us how the tax would work and how much this would bring in and if this is likely to become law or not. >> reporter: not this congress, virtually no chance given the makeup of this congress, republican in the white house, it is not clear how many democrats would come down to support this, but it does have support in the left part of the democratic caucus, bernie sanders, but also support of ed markey who is up facing re-election, facing a difficult primary from his left in massachusetts. he's a co-sponsor of this bill and kirsten gillibrand of new york. what this bill would do is impose a 60% tax on billionaires who have reported increasing their wealth since mid-march up until august. it would affect 467 billionaires and according to sanders office, would raise $421 billion by posing that 60% tax on their newly accumulated wealth. you mentioned jeff bezos, look at bill gates, he added $16 billion in wealth from mid-march, up until today, warren buffett, that billionaire investor

manu raju is on capitol hill. and we know the meeting just wrapped. both sides gave you a briefing.s? >> reporter: no. in fact talks have collapsed and there is no plans to have any addition talks and they're going to recommend to the president to move forward with executive actions on a number of issues as soon as this weekend because talks for a major legislative package have broken down. now this came after nancy pelosi hosted a meeting with chuck schumer the democratic leader in the senate with steve mnuchin and chief of staff mark meadows in her office, about an hour after that meeting everybody emerged and said that they are stuck on the same issues. now one of the things that is major issue is the price tag, well the democrats said they have offered as a come down from their roughly $3.4 trillion package to about $2.4 trillion, they've asked the republicans, the administration negotiators to say come up from the republican offer of $1 trillion another trillan dollars. and that is none area they want to talk about. they are rejecting the price tag. on the other side, what stev

manu raju is on capitol hill with the latest. kevin hassett told me last hour that i was wrong to call this a failure by congress, but, i think it is, because they had months to do this and a lot of these benefits lapsed on friday. >> yeah, and there's been a lot of finger pointing about why exactly those lapsed and these negotiations have been going on, as you mentioned, there have been six closed door meetings, they are nowhere close to an agreement. they also haven't really closed out any issues that are on the table and there are a lot of issues. there's the funding for state and local governments. democrats want $1 trillion for that. the republicans want nowhere near that amount of money. democrats are pushing for $430 billion for schools to help with the reopening. republicans want about $105 billion for that. there are those expiring jobless benefits, the democrats want to extend that $600 a week in benefits. those expired last week. the republicans want a significant reduction in that. and also, people are worried about g
