manus: exactly. if you look at the components, who benefited the most, it was part of those magnificent seven. just grab some of the numbers. the mag 7, you have technology stock funds -- you have got technology funds taking in $4 billion over the space of two weeks. scarlet: the russell 2000, which was supposed to extend on gains made at the end of december, what happened to it? it kinda faded. the january effect seems to have not taken effect at all. manus: not at all. it is interesting when you listen to the voice at davos. schwartzman saying the timing of the rate declines will not be clear. it is going to be baffling for investors. that is what we have at the moment, which is disinflation. it is behaving itself, but there is this view. they are pushing back the timeline on these rate cuts, and this market has yet to really adjust to that. scarlet: certainly not six rate cuts, which is what the market had been pricing in. the other question is what will the election do or how will that affect how

but we also have with us cnn's manu raju on the phone. manu, let me go to you first. what are you learning? >> reporter: -- agreement on overall spending for the federal government in this current fiscal year. now, why is that significant? because commerce and the white house are facing the prospect of a government shutdown as early as january 19th if there is no deal in place to keep the government open, if there's no legislation passed in both chambers of congress by then. there are two deadlines. some federal agencies. another deadline -- the fiscal year began october 1st of this year, but both the republican led house and the democratic led senate have not reached agreement of how much money the government should spend this year. and they've been passing short-term bill after short-term bill to keep the government open. that's why we are facing yet another cliff in just a matter of days. this agreement between the two sides will set the overall spending levels for the entire federal government. and then afterwards, congress will have to come in and pass individual

welcome to "inside politics sunday" i'm manu raju. former president donald trump has not even seen the text of a major deal aimed at securing the southern border. it hasn't even been released to the public yet. that has not stopped trump from rachetting up his demands that republicans kill the measure in congress as he makes immigration and the border front and center in his campaign and wants to deny biden a legislative accomplishment on an issue polls say is one of the president's biggest vulnerabilities. after privately calling republicans and urging them to reject the plan, the former president has been increasingly vocal in public railing against a deal on social media and demanding that republicans only accept a, quote, perfect plan that gives them, quote, everything they want. >> as the leader of our party, there is zero chance i will support this horrible open borders betrayal of america. a lot of the senators are trying to say respectfully they're blaming it. please blame it on me, please. because they were getting ready to p

i'm manu raju. it is finally here. after months of rallies, handshakes and photo ones, the presidential candidates will face off tomorrow in the first contest of 2024. the stage has been set in the hawk eye state and now the political world is reacting to a major new poll from the des moines register and nbc news showing donald trump with a commanding lead. 28 points ahead of his closest rival. nikki haley is narrowly pulling ahead of desantis for second place, but both far beyond trump, who still has more support than both of them combined. and trump supporters are by far the most enthusiastic. 49% are extremely compared to 23% of desantis supporters and just 9% for haley. they called those numbers on the edge of jaw dropping and not in a good way. but this year's extreme weather could have an unpredictable impact on turnout and already did some damage to the candidates' plans for their final weekend on the trail. jeff is in des moines indoors. very happy to be indoors i'm sure. how worry are a campaigns at the moment

joining us, anchor of "inside politics sunday"," manu raju.anu, the latest on these negotiations, what do you know about them? >> this is going to be a huge test for the u new speaker, mike johnson. he essentially set up the situation that we're headed into at the moment, which is a government shutdown could happen in just a matter of days without an agreement with congress. johnson came into the speakership after previous speaker kevin mccarthy was kicked out for keeping the government open for roughly 45 days but not seeking spending cuts. the right wing revolted against him. then johnson came in and had to deal with how to keep the government open. he also opted for a short-term funding increase, but he did something unusual, to set up two different deadlines, one for some government agencies on january 19th. others for the rest of them, on february 2nd. now congress has been gone since before christmas, comes back this week and will have to make some key decisions with very little time here in the days ahead. johnson and chuck schumer, the

thank you, manu.th you traveling with the president there in delaware, and what is the response coming from the white house? >> well, president joe biden is welcoming news of the funding level agreement saying in a statement that it is going to mo the country one step closer to averting another government shutdown. in the statement, president biden notes that quote -- one moment, pulling up the statement. it is reflecting the funding levels that i negotiated with both parties and signed into law last spring, and is going to prevent deep cuts to the programs that american families count on, and does not cut deep programs that americans count on. and he says it is going to promote security programs. and shalond young had wanted to get the agreement before the first funding deadline on january 15th, and that concern is due in part to the fact that some conservatives had wanted to use the first funding deadline to try to push forward some of the measures they want to see enacted when it is coming to stric

/mexico border, you just heard manu raju report that the border deal might be falling apart, might be dead because of donald trump, he does not want a victory. he wants to run against biden on this in november what is your take and who do you blame? >> i think what mitt romney said and what manu raju said talking to the senators, it is sad that one person can stop the u.s. senate and the u.s. house from moving ahead on bipartisan legislation to address this. keep in mind republicans have said there's a crisis, there is a crisis, there is a crisis, let's act now guess what? now let's wait for president trump to get re-elected and then we can address it next january. it is something we need to address right now and some people will regret this moment. we have democrats from some of their comfort zones in two places i thought i would not see some of my fellow democrats at. i have seen republicans move over which means chris murphy, kyrsten sinema, james langford and others doing a good job to get people off of their comfort zones to do something. i think we will regret we are not able to

manu raju is on capitol hill. manu, i know you're getting new reporting on the border deal as the senators are coming back. what are you learning? >> reporter: there was a debate behind closed doors and senate republican leader mitch mcconnell about how and whether to proceed with this deal given the staunch opposition from donald trump, house republicans and the fact that there appears to be no path to get this into law despite the demands from republicans for years to do something at the border. john cornyn said there has been no decision about how to proceed, just a lot of discussion that we're stuck. in talking to senator republicans that endorse this plan, many are exasperated. they said there's no text of this and we're seeing opposition. you heard from keven cramer pushing back against the former president. i asked him about the expectation that house republicans could kill this bipartisan deal and whether there would be backlash at the polls, he warns that there could be. >> here's what i worry about. if w

. >> manu raju has the latest. he's joining us now. manu, you spoke with speaker johnson. what's he saying? >> reporter: he's trying to say, look, we have a narrow majority, a razor-thin majority. we can only do what we can do given the democrats control the senate. the problem is that's precisely the argument that then speaker kevin mccarthy made to the hard liners, ultimately getting pushed out as speaker in historic fashion and leaving mike johnson with having to fund the government. johnson cutting almost the same deal that mccarthy cut last spring on funding levels. that's causing all the problems at the moment. when i caught up with speaker johnson, i asked if he's concerned he's facing the same fate as kevin mccarthy. >> are you worried about this? >> i'm not worried at all. these guys are close friends of mine. we agree on the principles. i'm a hard core conservative. i want as many policies as we can. in reality we have a small majority. in a situation like that, you don't get everything you want. >> reporter: the question is if that's enough to appeal for those m

. >>> correspondent and anchor of inside politics sunday manu raju is with us.urnout is a big factor in the iowa caucus. how much of iowa, is undecided right now and are voters minds mostly made up? >> there is a slice that has not made up their mind according to the des moines register poll. but it is different per candidate. about 80% in that same poll of trump supporters say they're minds are made up and 60% for desantis and haley. and so perhaps desantis and haley, and what we've been seeing time and time again, this is a battle for second place. while haley has momentum here, according to this poll, it does show that her supporters are not as enthusiastic as desaesantis trump supporters which could be a warning sign for her given the extremely cold temperatures as you were talking about and the concerns about getting people out in the state. if trump does win, the significant portion is the margin of that victory. can ron desantis outperform expectations and can he keep that victory somewhat narrow or not get completely blown out because he has put so much

joining us now is cnn's chief congressional correspondent manu raju. good morning, manu.k about nikki haley and can she survive in this race if she loses by double-digits to trump? >> it is going to be hard for her to justify staying in in race. especially if you look down the calendar. the primary calendar, the electorate in the states that are upcoming are not as hospitable as new hampshire. haley has been pushing very hard for moderate voters, for independent voters and polls do reflect she has a sizable amount of support among that block in new hampshire. but if you look down the states, even south carolina, which is the next big one coming up in the end of the next month, but there is a nevada caucus happening earlier than that and then down the line up until super tuesday. those states have a conservative electorate that favors donald trump and which raised concerns among nikki haley. perhaps the pressure will intensify for her to drop out of the race as she faces a more daunting prospect in the week as head this raises the stakes tor tuesday substantially. they tal

cnn chief congressional reporter manu rah kneju joins me now. i've heard people in the house of representatives saying this looks like a thin case. >> it may well be but doesn't mean it won't have the votes. the house committee plans to vote along party lines sometimes today to send it to the floor. in talking to swing district republicans, in particular, they are indicating that they will plan to vote for this. it's showing how significant the border is of an issue, and in this key moment, they indicate they're behind the speaker on this push. >> secretary mayorkas has avoided the responsibility of his job. he's endangered border patrol officers, and he's made this country less safe. while, by the way, treating individuals, human lives, with callousness. >> he could stop this on his own. i'm all for making better policy out of the congress, but there's literally a half dozen provisions and law he is not enforcing and, thus, we have this disaster that we have all over. >> still waiting for them to mark up the charges. >> you going to vote to imp

luckily, cnn's manu raju is on capitol hill and back covering all of it. manu, what do we expect?to be a mess, dana, a large part because congress essentially punted all of these major issues, consequential issues into the new year and set up these huge headlines that they have to avoid potential catastrophe, including a government shutdown by january 19th, even though the house and senate are still out of session. they don't return until next week. there is nowhere near an agreement on keeping the government open, even for a short period of time because of a disagreement or funding levels. perhaps even more significantly, what to do about aid to ukraine, aid to israel? it is now tied up in negotiations over how to secure the southern border with mexico. over the last several weeks, a bipartisan group of senators met virtually and they plan to meet in person as soon as today, dana. that could potentially unlock aid to ukraine and israel, but finding a deal on that to get passage of those major issues remains a huge question as they confront these major issues when they return next

manu joins us live from capitol hill. i mean, i don't know what's a more powerful statement, this place is a joke or that mike johnson negotiated the terms of our surrender. >> we heard the same thing with kevin mccarthy. remember, mike johnson essentially cut the same spending deal that kevin mccarthy did that led to his ouster. the government is facing a partial government shutdown by the end of next week. johnson and chuck schumer reached a deal to set overall spending levels that those members are now revolting against. right now, those same members are trying to press him to change the terms of the agreement he reached with chuck schumer. they came out optimistic he would change the terms of the agreement. if he does do that, that would risk a government shutdown by next week. when i caught up with the speaker about all of this, i asked him whether or not he's concerned his job was at risk. he said it's not, and he also urged his colleagues to recognize the narrowness of their majority. >> are you worried that one of
