joining us now is marc rylander.for texas attorney general ken paxton. mr. rhinelander, he is in victoria, by the way, victoria, texas, heavily damaged. it goes without saying, you have got some audacity when you start to take advantage of people who have been through this. >> trace, we've learned through these storms that many good people that we see, so many more good people that come out in times like this, you have bad actors that come out. early on, initially, the places that people could take advantage of other people who were vulnerable the most is with fuel and lodging and water. but in the coming days, we'll see this with contractors and construction people, roofers, water restoration specialists. people just feel that they can go out and make extra money off people who are going through a devastating time. >> trace: it's funny because the hotel that we are staying at has a lot of these people who have been negatively affected by this. some have lost their homes, some don't know if they have a home to go bac
