cbs 2 political reporter marcia kramer with the latest on the homeless in new york. >> reporter: depictions of the homeless on the street are upsetting often gut-wrenching. people lying zoned out on benches bathing in the fountain at columbus circle begging for change. so i asked the police commissioner a pretty straightforward question. i'm wondering, you know, what you would say to people who think that the police should be doing more to help them or get them off the street. >> reporter: he started by saying there is no denying there are more homeless. he even sees them in his neighborhood but it was this, his contention that it was far eastier to get the homeless off the street when he worked for former mayor rudy giuliani that was the absolute stunner. >> laws have changed in the last 20 years from the tools we had to work with when i worked with mayor giuliani. >> reporter: for example, there is now a constitutional right to beg. >> begging if it is not intimidating if it's not creating fear, there is really no legal way we can deal with that person unless they are creating fear. >> re

i was blessed and katrina that marcia and i, we have been married 33 years in, 43 now but she became the eyes and ears for not just me, but for our whole team. she was on the coast the first 90 days after the storm, she became the face that says somebody cares, somebody is trying to help. i don't i say, she thought her job was to help the people who knew the least about how to get help. the people who had the least in resources. the people who needed help the worse. she did, i am very proud of her, importantly as a lesson in leadership it is right to have a strong partner who understands what you are doing, why you you are working 80 hour weeks, why you are driving your staff in working 80 hour weeks, why this is hard. she got it, she was there to keep me informed, she was there to kick me when my ego got a little out of line, she was there to cheer me up when i got down. i will tell you, there are a lot of days that it was pretty easy to be down. we had to look at what we're dealing with. i hope you like the book. i hope you will see the book gets more coverage for what really happe
