now, as margaret conley reports, there's conce about how at will impact airlines. aviation safety inspector stephen ferrara got an email the morning of the government shutdown telling him his job -- inspecting safety systems for planes and pilots - has been furloughed until further notice. "they basically told us tgo home an we will call you when we need you back. ran federal aviation administration employees have been furloughed, a third of the faa's workforce. this includes almo 3,000 air safety inspectors who are not reporting to work and not getting paid for w. loretta alkalay was an ttorney for the faa who w teaches fwit30 plus years at the agency, she's been through shutdowns before. "i was shocked that they would furlough inspectors... didn't believe it. i had to chec with somebody in my office because it was so unheard of to consider inspectors notessential. it's llke hg e inspectors, product quality inspectors. it's really really very surprising that the government allowed that to happen." ferrara warns this leaves no oversight of the air safety system in

margaret conley shares more on the investigation and how a little girl's death touched a community. rit wa a break that caught an alleged killer and revealed baby hope's real name. >> "detectives from the bronx violent felony squad apprehended conrado juarez age 52 of the bronx, also known as enidino juarez in connection of the murder of 4 year old anjelica castillo -- a child victim known for the last 22 years as baby hope." >> reporter: retired detective, jerry giorgio, had heard from colleagues they were close to solving the case >> "when i got the phone call i got the news i was elated just i was up on cloud 9." >> reporter: he was the lead detective in 1991. the decomposed body of a 4 year-old girl was found stuffed in this cooler, discarded by a highway. her body was folded in half and bound. she had been sexually abused. no one ever claimed the body. days turned to months turned to years. by 1993, the 34th precinct squad had given the little girl the name baby hope, and a face - recreated by computer rendering. the squad also paid for her funeral. >> "there wasn't a dry eye i

i want to go straight to cnn's margaret conley in new york. wo bikers turned themselves in, one involved in the most violent part of that incident that took place here on this corner behind me on west 178th street. that's where the suv driver was cornered and the biker smashed his window, pulling him out and then they beat him. investigators are still trying to piece together what happens. the motorcyclist seen here who repeatedly smashed this car window using his helmet with a family trapped inside has been identified. authorities have also found the motorcyclist that shot this helmet cam video showing how the incident escalated from the start. he was driving an suv on manhattan west side highway. according to police, he struck a motorcycle that slowed in front of him, slightly injuring the rider. that's when other motorcyclists surrounded him. they hit and spiked the car's tires. as he escape, the car ran into three more bikers, including one critically injured. that's when motorcyclists gave chase, eventually cornering the suv and beating hi

cnn's margaret conley is live in new york with more. or, seven bikers have now been arrested in the suv driver's assault. part of a high-speed chase with motorcyclists. here in new york that was captured on video. that went viral. alexian lian by the way, the driver of the suv was seen for the first time in public on friday afternoon. you can see him in video shot by cnn affiliate wabc leaving his apartment beading. he was treated at a hospital after being attacked and beaten by bikers two weeks ago. the incident also left one biker seriously injured after his suv ran over him. but now onto the bikers who were arrested. three of them have now been indicted by a manhattan grand jury. they have been individually charged with either striking the suv driver, using their helmet to smash open the suv window or stomping on the driver's head after he was pulled out of his vehicle. their next court appearance is going to be their arraignment. scheduled for october 30th when their charges will with be made public. when they can enter their plea, a
