[applause] >> thank you, margareta. and gathering lots of questions out here, so keep them coming. it is interesting than listening to margareta remarks how many sessions we have this afternoon in the symposium and workshop stomata that were picking up his themes so there's plenty of opportunity to drill down deeper. introducing craig fugate is a challenge. the federal emergency management agency sent the people don't care about except when that's the only thing they hear about. you don't hear about them, but when a disaster strikes they are front and center in the news the federal perception is a roller coaster ride. after katrina was subject to a lot of criticism. the last four years, fema is stand in an appreciation and has risen dramatic way. it has gained a level of respect that i think it's absolutely essential and reflects the fact that leadership is really given a lot of preparations so when disaster strikes, fema is ready. not just a thought, but its relationships with different levels of government and that is due in very large part to the leadership that craig fugate has

the first is going to be margareta wahlstrom. they were going to have craig fugate.after they've given their remarks, alec of your questions and come to the podium and asked them some of your questions. we will begin with margareta wahlstrom come united nations assistant secretary for disaster risk reduction. she is 30 years experience in the field, humanitarian relief, institution building. she asked out with more disasters, not just environment so, the bradley humanitarian disasters than anybody else. so she has great respect for. so margareta, if you will come to the podium and when she is finished, i will briefly introduce mr. fugate and after his remarks we will take questions. thank you. caught mark >> good morning. i must say that i'm really honored and very impressed to has come speak to this audience. i know you are a powerful group of scientists. i think a lot of students today here as well and so we have the advantage of hope for the future today. the one idea to come up with after three days were, let it be three ideas for the future. so i'm very honored

and craig, you dealt with this, and margareta also. also, some of these vulnerable areas are also economics where factories and infrastructure, corporations are in these areas. and that's part of what drives people to be there. so there's also and industrial and economic aspect to this. in part of the challenge about helping or not helping is an ethical question, as well as a legal question. so i would like each of you to just address that briefly if you could. >> here's how i would frame it. i've been into me places where i call them the proverbial one company down. but it's in the flood zone. and the workforce lives in housing, low to moderate income, is what is affordable there in the flood zones. when the flood comes in and wipes everything out, there's no tax base, there's no workforce and the company closes. then local officials go what happened? this is what i'm talking the resiliency. i think again we've got to put this in terms of dollars. and what those impacts are. i look at resiliency this would. and i think part of what yo
