maria, you make a good point.n you talk about comparing to other market periods, if you look at the dow from 1929 after it crashed, and that may be the closest analog that we have to the experience of 2007-2008, it took 25 years for the dow to go from 381 in september of 1929 to get back there in 1954 after having fallen, you know, 90%. in this crisis, you know, we went down as you said 54% and it only took five careers to recapture the high. policy matters. this time to a certain extent is different, and one thing would i say, interesting to note, nobody is in washington this week and wall street is doing really well. maybe the message of the market is that our elected representatives ought to stay home for the remainder of the year and let this thing go on. >> harry, you're calling this historic level today the top before the top. what does that mean? >> we're topping her short term and will see a small correction, maybe 6%, 8%, 10% and on the last rally that we'll come into the summer that we'll see divergences

>> hi, maria. we did manage some new records, but also broke some winning streaks. for the sixth straight session, the s&p 500 did touch a new five-year high, but it couldn't hold on to those gains and the broader stock index finished the session lower, not by much, but just a little bit. in the last minutes of trading, as you mentioned, the dow managed to eke out a small gain, keeping that streak in tact, and making the today the eight straight day of gains for the blue chip average. the nasdaq broke a much shorter streak. after three days of gains, the tech-heavy index closed lower as well. the s&p materials sector did manage to hold on to a small gain, a fraction of a percent, for the 11th consecutive day of gains, tying its record, in the 11-day winning streak that was set in july of 2009. over the past 11 sessions, the materials sector has gained about 6%. for the record, it was the third consecutive day that the s&p midcap 400 index traded up to a new all-time high, but it then finished the d

>> maria -- >> yes? >> maria, this is jason.'t really agree with what your other guest here is saying. the banks have greatly improved their financial condition. yes, it's cheap money, but the cheap money's here. it's going to be here for quite some time. what i do agree with him is, is the cyprus issue is something to watch. this is an example of policy mistake. we are still in a period of deleveraging. policy mistakes can happen. spain itself has to refinance 20% of their gdp in new debt issued this year. that's a lot of money to actually have to issue to the markets, and there are more than enough opportunities for missteps by policymakers, which is what we're seeing the reaction to today in the markets. >> remember, the first mistake, though, was to insure deposits in the first place. that's a big problem. government should not insure bank deposits. it's a tremendous moral hazard. one of the main reasons the banks make reckless loans. depositors don't care what the banks do with their money because the government's there. >>

>> hey, maria.fiscal cliff deal marked the end of tax hikes on the rich, think again. it may just be the beginning. new york governor andrew cuomo is proposing to extend its millionaires tax. the tax was labeled temporary when it passed in 2009, but now, it will be extended a second time, could stay in place until 2017. let's call that the zombie tax. it just didn't go away. seven states imposed temporary millionaire taxes during the recession. now, some have expired, but california, the taxes were replaced with other tax increases. and some states are now proposing brand new taxes on the wealthy. of course, that's on top of that new federal tax hike. in minnesota, democratic ledge slay churps are proposing a temporary tax on the top 1% of earners to pay down debt for schools. in rhode island, a proposal to raise the top rate to 7.99% from 5.99% to fund the state budget. and from washington state to maine, politicians are now talking increasingly about more fairness in the tax code. but maria, fairn
