maria: no.nk in europe you're talking about the need for fiscal stimulus like labor reform and, you know, things that are structural, not monetary. >> right. well, one is, in effect, simply running deficits. and the second is to have reform of your system. which is hard to do, but you're going to need that. maria: and and can the u.s. not be a part of this sharp slowdown we're seeing across the world? i remember when we were talking about decoupling, i know you do too, it's in your new book, but what's your take there? is the u.s. headed for a recession? >> i don't think so. the u.s. has roughly 70%, maybe 72% in a consumer economy. we've got roughly around 11% manufacturing. manufacturing's going down, there's no doubt about that. it's quite soft. but the consumer has the advantage of full employment the way we measure it. and so now we're getting compensation for workers that are going up faster than inflation. and that's a good thing for workers. maria: yeah. >> and so typically when they get

maria: right.place, but when the handoff happened there was a promise to give hong kong autonomy for 50 years. you've got 28 years left. >> right, right. maria.maria: fitch downgraded e standing for the first time since 1995, hong kong was downgraded to double a from a double a plus rating and fitch says the recent protests are raising doubts about the region's governance. tell us where this could go if this continues, if the autonomy continues to be threatened by the chinese government and when did this change? was it when china decided it wanted to have a dick day r torr life or when do you think this started to change? >> well, it changed since a long time ago. i think since the last maybe 20 years. but it changed rapidly since the xi-jinping. we've seen encroachment on our freedom, encroachment on our rule of law and human rights. we feel that, if this is not going to stop, if we don't fight and stop this encroachment, i think hong kong is finished. without the rule of you law we won't have the

maria: jack?ne of these people who thought for sure we're going to have a resolution before the 2020 election because the president can't going to want to go into a campaign with this hanging over. now it doesn't look like that. are we talking years this could drag on? >> i'll let a career politician make a prognostication about that. this is a deal that can be done. we have two sides that are not exactly on the same page yet. you've got to respect the chinese, they're the largest developing economy in the world. they he see us as the largest developed economy in the world. i worry about long-term intentions that china has disclosed over the years many i believe we could get an agreement in part before next year. our negotiators are finely in tune to this. i think secretary mnuchin and ambassador are joined at the hip in terms of this negotiation. i'm still hopeful by the end of the year we could see noticeable progress that we could disclose publicly. maria: there's china and then there's usmca a
