nbc bay area's marianne favro is in san jose with a closer look. marianne, can you talk to us about their concerns? >> reporter: yes. we talked to one volunteer who says she has seen several cats in the shelter up for adoption with broken bones. in fact, she actually took home one of those cats. the cat's name is linguini, and when linguini came in, she was lifeless. the vet said if she hadn't gotten medical treatment for the cat, she would have died. the case was emaciated and dehydrated. she's also seeing severe medical problems in dogs that have been left unattende to. she's have concerned about that. the city's dashboard shows 133 cats have died in the shelter, not from euthanasia, but in the shelter since july 1st. >> i know you talked with the public works director about this. what did he tell you? >> reporter: he told me that the city's goal is, of course, to euthanize as few animals as is absolutely possible. he says because of that, what they do is they hang on to animals who may be in poor condition perhaps longer than other shelters woul
