thank you very much, marianne. job cuts coming to blue shield of california. the insurance giant plans to lay off 61 employees during the upcoming holiday season. it's going to affect staff across the state, including 16 employees working at the oakland headquarters. the layoffs are scheduled. bad timing for mid-december follows previous round of layoffs in january. 140 positions were cut. blue shield provides insurance coverage to 4.5 million people. a new report reveals the bay area has some of the lowest housing market activity in the country, according to redfin. less than 2% of san francisco homes have changed owners this year. redfin uses these turnover rates to measure housing availability and as mortgage rates have spiked since the pandemic, fewer homeowners, as we know, are listing their properties. economists say the low number of listings comes as a result of california's affordability crisis and high property taxes. however, they also say if mortgage rates take a dip, we could start seeing some more homes change hands. up next, the oakland zoo gett

marianne favro, nbc bay area news. marianne. thank you. so here we go. the final rush one week from today is election day, and there's another rally in the south bay supporting tougher punishments for retail crimes. 7-eleven owners and the california fuels and convenience alliance rallied in san jose, urging voters to support prop 36. this is a big one on the ballot. prop 36 increases sentencing for drug and theft crimes, specifically calling out smash and grabs and rampant shoplifting. supporters say it will turn the tide on retail theft. we feel the pain of break-ins and theft and walking away with products every single day. all our members are feeling the pain every single week. yeah, we see it so common across the bay area. prop 36 would also mandate drug treatment in certain cases, but a nonpartisan analysis points out the prop also cuts state funding to prevention programs. the analysis also found the prop risk, creating a felony case backlog and bringing high costs of prosecution for lower courts. meanwhile, nbc news has just launched a new campai

nbc bay marianne favro is in san francisco with the new developments. today it was the defense team's turn to question kawsar momeni, and they focused on establishing a timeline of what happened before bob lee's death and also the demeanor of nima momeni kawsar momeni returning to a san francisco courtroom for a third day to take the witness stand in a trial that will determine if her brother, nima momeni, killed tech executive bob lee last year in san francisco. today, the lead defense attorney questioned kawsar about text messages she shared with lee days before he was killed. the texts dealt with getting together with him to do drugs. at one point, she said lee was acting erratically. kawsar told jurors in the days before lee was killed, she used several drugs, including lsd, cocaine and ghb. it will be interesting to see how much value the jury gives to kassar's testimony if she comes off not credible, either because of her drug use or because of bias that she wants to help her brother. yesterday, kawsar testified she had been sexually assaulted by

so let's go ahead and bring in our marianne favro live in san jose for us today. mary ann, the city is turning to surveillance cameras. can you tell us what's going on there? yeah, the city has decided to invest $50,000 on two mobile security units. and if you take a look here, this is one of them. now, these units have two things. first of all, they have security cameras at the very top that can capture video of what's going on in the surrounding area. but also there is a periodic recording with a loud, booming voice saying that you are being surveilled and they are checking for criminal activity. so the goal really is twofold. first of all, they're hoping that these units are going to serve as a way to deter criminals from breaking into cars or smashing windows of businesses, but also the second thing is that if there is a crime in the area, then that will give police surveillance video that they can go to try to apprehend the suspect. and also turn it over to prosecutors so that they can try to convict the suspect. and this, of course, is to just help those sma

in san jose, marianne favro nbc bay area news. wave in antioch, a record number of stolen cars, 1400 cars have been stolen in antioch so far this year. this month alone, the city is averaging five a day. look at the numbers here. antioch police have recovered 160 stolen cars this month. but also tell us that more than half of those were actually stolen from other cities. we talked with a woman whose hyundai was stolen from her driveway in brentwood and found, stripped and totaled in antioch. whatever they could take, they did. they took the battery, they took the fuzes. they took they stripped the trunk down to metals and no spare tire, no jack. the steering column is completely gone. it's very disturbing. i don't even know what to think of it. i've been with the department for 20 right around 25 years, and i've never seen the vehicle theft this high. police say they are doing their best to tackle the problem. they've arrested 113 car thieves so far this year. but are urging drivers just to take every precaution possible. well, be

nbc bay area's marianne favro reports. employee after employee with the santa clara county department of family and children's services told supervisors the agency is operating with about half the number of social workers needed and they need help now. paul chang says the county should fill 52 positions for emergency workers. we don't have the resources and the staff to be able to do thorough investigations for allegations of child abuse or neglect. we are doing a disservice to the children in santa clara county and potentially leaving them at risk of harm and an unsafe situation. the child welfare agency has been under scrutiny since the may 2023 overdose death of three month old phoenix castro. she was sent home over the objections of social worker, with a father alleged to be abusing drugs. and just last month, a lawsuit revealed that six year old jordan walker, who was stabbed to death last summer, had recently been placed in the home where the crime happened by the child welfare agency. the state is investigating the

nbc bay area's marianne favro reports from san jose. here at good samaritan hospital, they've only received 40% of their usual supply of iv bags. the chief medical officer tells me so far, the hospital has not had to reschedule any elective surgeries, but that is something that other hospitals have had to do. right now, this is a scarce resource, which is why bay area hospitals are doing weekly assessments of their iv supply. that's because after hurricane helene hit, flooding caused baxter to temporarily shut down its north carolina plant, where it produces 60% of the nation's iv supply. as a result, good samaritan hospital in san jose has had to provide care with just 40% of its usual supply. just last week, one public health department urged care providers to conserve. i've been working on medical protocols to make sure that we don't waste fluid, that we're very careful in how we use it. sutter health, which operates several bay area hospitals, including alta bates in oakland, says it's already had to reschedule some patients electiv

in san jose, marianne favro nbc bay area news. one person is dead and two others are fighting for their lives after an overnight fire in contra costa county. the flames broke out just before three this morning in san pablo. police say the fire started in a ten unit apartment building near frieda and manchester. a 22 year old man died. two minors were taken to the hospital. they're in critical condition. crews were able to get the fire out by 6:00. this morning. the cause is under investigation. also in contra costa county, a shooting that sent two people to the hospital happened just after nine last night on peppertree way in antioch. police say when officers arrived, they found a 47 year old man who was shot. soon after that, a 20 year old man arrived at the hospital with a gunshot wound. police say both men were involved in the same shooting. they're both expected to survive. no word on any arrests or what led up to the shooting. new tonight, a see's candy store in oakland was broken into this weekend. police say several people
