marina green kiosk request for proposal. good morning, commissioners. for the department, what is before you is an rfp that the department would like to put out soliciting an operator for the marina green kiosk. the kiosk was built in 1938. it serves snacks and light refreshments to visitors to little marina green. the department entered into a lease in 2008 with a three-year lease with an extension -- expiring in april of this year. there was an extension that the current operator chose not to exercise. the department would like to put out to bid the rfp that was solicited. an operator that would offer quality beverage and food at the kiosk. the rfp would require respondents to submit proposed rent, including the greater of the monthly and a guarantee or percentage of gross revenue. it would also require -- stipulate that the proposed payments are not final and that there would be negotiations with rpd, and then they would increase with cpi, and the maximum lease term would be five years in length. in soliciting an operator, we are soliciting an opera

to areas less congested without adding to the congestion and certainly the f-line extension to marina green. i heard it is not feasible before next year, which is probably true, i think starting on that and getting that fast tracked makes a lot of sense. it hasn't been used in years. that would be a great advantage and something perhaps if it is not done in time for the america's cup is a benefit that would be useful for years to come. everybody is concerned about access to the ferry building, fisherman's wharf and other activities. that has to be properly addressed. it is important that their businesses will go on and they are essential to san francisco. finally, listening to the testimony from members of the dolphin and south end rowing club are a testament to the benefits of regular exercise if you listen to some of the people who were there. i am really proud of the athletic clubs that we have in san francisco that a lot of people do not realize how many we have and how active the members are. i am not a swimmer but it is pretty impressive by someone who can swim from the golden gate br

it goes on to speak about public recreation the marina green and others, alcatraz, fort baker and the waterfront. what is not analyzed is the impact on other recreation, because nogs swimmers in the aquatic park, there are many wind surfers out on the bay launching. they come with their kayaks and small row boats or don't belong to the clubs. what i am personally concerned about is what i consider the privatization of the waterfront in key locations during the event. at this moment i am glad that i do not live in the marina. because the marina green will be greatly private sized, not only for the race, but for nine months or more which people being cut off from their front yards and the waterfront beyond. what i am concerned about in the plans recently approved, the contradictions with those plans. that e.i.r. was solely base on the concept of public open space and the use of the open water access and the open water for public recreation. that part of the city is greatly underserved. the waterfront recreation, and that particular project was a major -- this particular e.i.r. and the p

that's the marina green there. and you can see by aquatic park, that's the cut out here, fisherman's wharf right in there and you see the fog is making it's way in. and it will be there tomorrow morning when you wake up. these are the current temperatures. more of them -- warm in fairfield and now it's 86 as it cools off. days are getting shorter. not that far from getting to the equinox and daying getting shorter and not as warm during the day. so low clouds return tonight. wednesday it will be warmer inland because we'll see less fog tomorrow morning. the extended forecast, more fog, so cooler. the computer model showing me where the fog will be tonight just after midnight and you see it coming through the petaluma gap and then you can see fog across toward hayward and that is your morning fog footprint. that is not that significant. and that's why inland temperatures will warm a degree or two. this is the reason the teams along the coast won't warmality all. probably stay the same. high clouds, just filtered sun
