been an officer in the field. >> reporter: a very important point to make in that case involving mario givens officer michael slager was exonerated. very important to remember that as we proceed with reporting this particular angle of this broader story. one thing that givens did tell cnn later was the actual suspect, the real suspect in that burglary, was his own brother. jake? >> brian todd thank you so much. the horrific events in north charleston have brought renewed focus on police body cameras. without this recording of the encounter between police officer michael slager and 50-year-old walter scott, who knows where we would be right now. in the wake of the shooting the north charleston police department announced yesterday plans to outfit all of its officers with the cameras. a 2013 study found at least 25% of the 254 u.s. police departments surveyed used body cameras. some police unions still balk at the idea over concerns that the footage could be used in pfishing expeditions against officers. we have seen real life examples of how prominent a role these cameras can play. take for ex

mario givens, mr. givens fiancee also eyewitnessed the incident. mr. givens, let me start with you. when this incident happened, it was the middle of the night, police knock on the door. you say that officer slager tased you, essentially for no reason, even though you were in your doorstep, with your hands up. is that correct? >> yes, sir. >> what motivated you to file a formal complaint? were you hoping that you would see some accountability for him? and did the police ever get back to you about how that complaint was processed? >> yes, i was looking to hope to get some kind of justification, because he use his power, just because he got power. and, no, they did not get back at me about the situation. when they told me they got back at it, they told me they didn't find him doing no wrong. >> miss whitaker, you watched all this happen, what was your understanding of what was happening when you saw officer slager fire the taser at mr. givens. >> say that again for me. >> what was your understanding of the situation? did it look unprovoked to you when mr. slager fired his taser? >> we

you've heard from now mario givens this other resident there who was tased when he wasn't even the suspect that slager was looking for. it seemed that slager may have and he was exonerated seems that slager may have tased him and asked questions later. could that be introduced in a court of law? might that sway the jury as to what the impulses of officer slager what the pattern of his impulses are? >> i think that's a good point. if slager is tasing somebody who is not even a suspect in a crime, then that likely shows that he has a propensity for doing this and maybe he's not mentally stable to be on the police force. you also have to look at prior complaints that have been filed by citizens against slager. any prior civil lawsuits. >> that will come in? >> oh, yeah. that will absolutely be investigated to show that he has a pattern and practice of engaging in a maniacal behavior like this. that will be an important set of facts to look at. >> thanks so much for your insight. >>> next, a jury is deciding the fate of ex-nfl star aaron hernandez. it's a decision that may come very soon. trou

the man's name is mario givens shoved him down dragged him and tased him. the complaint was filed but he was exonerated. he's been known to use his taser. he was exonerated in that case. in the north charleston area this is not the first time an officer has been accused of harming a black man. what did you come with up? >> reporter: i'll tell you about a state newspaper analysis. police have fired weapons at 2009 suspect-- 2009 suspects over the past five years. none of those officers were ever quicked. we have a couple of cases to site for you where throughout the state of south carolina police officers have been accused of improper use of force. march 2014, a north charleston police officer sued for excessive force against a black teenager. in february of last year a white police officer was charged with misconduct. also charged with discharging a firearm into an occupied vehicle after fatally shooting a black man in his driveway. in september of 2014 a state trooper shot and wounded an unarmed black man during a traffic stop. those just three examples of
