judge marjorie rendell thinks that needs to change. she joins us. first, we begin with several critical issues facing philadelphia right now. welcome to "nbc10@issue." i'm keith jones. >>> school funding, district oversight, as let's not forget the state budget, just some of the top priorities of philadelphia council president daryll clark and he joins me now in studio. thank you so much for being here. let's start with the state. we've been without a state budget for more than two months. õhow is philly affected for the constituents of philadelphia in layman's terms? >> the most talked about aspect of it is schools. the simple reality is that the schools will in fact not only in philadelphia but across the state run out of money sometime mid to late october if we don't get a state budget. we're obviously very concerned. the city has put forward approximately $100 million for this fiscal year. we're concerned, but what's not discussed at the level that probably needs to be is the providers because the state provides a lot of organizations that deliv

. >> joining me now to debate, marjorie clifton former consultant to the clinton campaign and formeran for george w. bush. mercedes, if dr. ben carson could have that one back, would he want to? or was he saying something different than he actually said, or did he actually mean what he said? >> i think the campaign pretty much doubled down on what he said. they tried to clarify to a certain extent by saying that the islamic values don't match up with the american values. but with that being said, the constitution is very clear. it does not specify in any way that a candidate has to go through a religious test to run for public office. the strange thing is dr. carson came out and said he would support a muslim running for congress but not one for president, which i don't think makes too much sense. i think it's a bit of a double standard. >> marjorie, when i first heard this, i thought maybe he's talking about a radical islamist. something we've been discussing since 9/11 and there's obviously a difference between the two. but then i guess not now because his campaign is clarifying th

how are you doing, marjorie. >> thanks for having me.question initially with ben carson and donald trump. do you expect them to excel or not on this. >> well, i think they're going to meet the expectations they have set for themselves and that voters have for them which is to have more style over substance. certainly trump is top of the polls now for weeks and months without really offering a lot of detail and meat in terms of his policy positions and his plans, specifically on foreign policy but really across the board. i think the same could be said about ben carson. they both do well because of the style that some people gravitate toward and i think we can expect them, even if they have the same style over substance approach in this debate to continue to appeal to their base of voters. the challenge will be norfolk who is are looking for some of their candidates to have a little bit more policy meat on their bones. are they going to find that with trump and carson? are they going to find it with some other candidates? i'll tell you "c

that made marjorie pretty happy because she read the statistics and she knew that only 76% of people were not going to be alive in one year and only 7% were going to be alive after five years. she said this is something i can try. the current standards of care are pretty crummy. hey agreed to do this. about a month later, they got back a report and it has mutations and alterations in jeans that are underlying charlie's cancer. e has been luckier than 55% of pancreatic cancer patients based on this molecular profile. there are some options that his pancreatic cancer patients position would never have thought of before. some of those are off label treatments so they are drugs that have been developed and other cancers that are for a mutation that charlie has in his cancer. some of them are clinical trials. here is where they were faced with not really medical problems but system problems and problems with how does he get access to these drugs and how does he decide what is working for him? there are no real clinical trials in pancreatic cancer for any of these drugs. there are 50,000 p
