. >> joining me here in the studio, mark, our cnn contributor will cane and bob herbert is a senior fellow here in new york at a liberal think tank. is it fair for voters to judge president obama based on the unemployment situation in their state? >> yeah, it is. i think president obama had a good almost four years of his economic policy. we all admit at this point that president obama inherited an incredibly difficult economic situation. but he has had four years to put in place many of his policies to see if we can affeeffectuate a recovery. i think voters should be able to judge him on that. >> bob? >> sure. i think it's fair. whether it's fair or not, voters are going to judge the president on the state of the economy and what's happening with jobs. i've been trying to say for years that employment is the biggest issue confronting ordinary americans. you know, it's been like that for the longest time. what's happened though is i think really weird. one, president obama would rather talk about these other issues. the economy is not in good shape. what would have made sense was for mitt

mark warner. now you have heard my analysis of the richest. bob, why did you put this list together? what is the benefit? >> people love reading about money. how much lawmakers have come whether they only on their credit cards, what kind of assets they have. they are fascinated by what they are worth and what stocks they are holding, that can be a subject of interest as well. people love reading this stuff. gerri: we love it, that is for sure. we pick out the winners, the people that have a lot of dell. one of the people -- the people that have problems? >> they put in the range to say how much they have. 500,000 to 1 million. we do look at the lower numbers. in the top 50 list, nancy pelosi is always on her. she lost $2 million. losing a million or 2 million -- it is nothing for a lot of these members. it is just interesting because we are talking about so much wealth. mitt romney and the presidential election race. a lot of these members, too, are rich. gerri: bob, have to ask you, it begs the question, how well can they feel our pain? if they are so wealthy, doesn't make it diffic

bob pisani. the s&p broke the 1400 mark. bounced back. >> a trouble going over it. there's low volume and i think people are still waiting to see what's going on in europe and you can see on days like today, we get the big global growth names weaker. we don't get a lot of energy in the material names, for example. the energy names. some of the other big sectors like industrials there. health care's a lot of confusion today about paul ryan's plan for medicare versus president obama's affordable care act and which one is better for the markets overall. just a couple of quick observations. look at the vix. normally the vix is up but with're sitting near five-year lows on the vix. what it tells you is the options guys don't think that the drop is a major problem for the market. this is unusual to see the vix down with the markets down on the same day. >> we were down about 90 points a few minutes ago and came back about 25 points off the lows. waiting to see what representative ryan talks about and whether he can soften his language on some of those budget tear and defi

mark before it would be in balance. >> no doubt about it. let me ask you, bob, to step in for a minute here. when you hear the congressman lay out how far to the right ryan's positions are, his politics and even his budget. and then you look at one of the standouts of the ryan budget is what he would do with medicare. and something that seniors and others are disturbed by. but when you look at the politics of it, americans want medicare kept the way it is. even the majority of republicans agree on that point. 83% of democrats want to keep it as it is. so do 70% of independents. as do 53% of republicans. so you're the political strategist, bob. why would mitt romney choose someone who symbolizes something that the majority of all of those parties are fundamentally opposed to? >> i think he let the process go on too long. and i think rupert murdoch and the right wing were demanding this guy. so romney picked him. i think you'll end up with a new rule. never pick a man with that kind of a plan. because he's going to become central to the next chapter in the obama narrative about 2012. bain's go
