kpix 5's mark kelly is in napa and mark the couple are making their first court appearance this afternoon. >> reporter: they are expected in court. 2:30 this afternoon. and back here at their apartment, there is a growing memorial this morning for the victim. now since 2012 police have been called to the apartment 14 times for a list surrounding the victim's mother. 23-year-old sara krueger and her live-in boyfriend ryan warner. police were in fact here just last week then saturday, the victim 3-year-old kayleigh slusher was found dead in her bed in this apartment. unit 7 here. krueger and warner are expected to be in court this afternoon in fa pa county superior court. arrested for assault resulting in a child's death as well as murder with a special circumstance. for those who knew the victim, this is devastating. >> she was sweet. she would always laugh and she would wave her beautiful long blond hair. and she would run -- everywhere. like a little baby that she was. >> reporter: now the suspects were last seen leaving unit 7 here saturday carrying luggage. in the end it was an anonymo

kpix 5's reporter mark kelly is live for us. mark? >> reporter: yeah, michelle, just an hour ago san bruno officials announced that their city will be suing the cpuc, the california public utilities commission. the charge? an all too cozy relationship between the cpuc and the gas company pg&e. now they want to see the documents they say will prove an improper relationship exists between the two organizations. in their words, a relationship that contributed to the 2010 san bruno pipeline explosion that killed eight people and destroyed 38 homes. now san brow know said it asked for the documents four separate times over a ten month period. and still nothing substantial from cpuc in return. and just a little background, the feds, the ntsb, they've also asserted a similar cozy relationship charge. well, still why go through great lengths of filing a lawsuit for san bruno? it's about preventing another explosion. >> has the puc not only reformed, but have they implemented the safety procedures that have been required so that this disaster

i'm mark kelly live in sonoma county.ad this flooding is here this morning. we're at the intersection of 12 and 121. and here's what it is looking like. we've been here for about an hour now. it's really starting to rise a little bit more. let's pan down for a second, john, you can see it's moving much faster than when we first got here an hour ago. if we show you here we have 12 headed eastward in front of the shell vista fire station, a good amount of water from the station. overnight sonoma county was getting in some parts of a half-inch an hour of rain. they could today see two to fourmore additional inches of rain in sonoma county. five inches in the mountains. so this kind of gives you a good picture of what they are dealing with out here. national weather service says we shouldn't so too much damage to -- see too much damage or property, or life threatening but you have to watch this getting through the roads, especially these roads in sonoma county. back to you. >>> this tuesday the western span of the bay bridge

mark kelly has details. >> reporter: driving over the golden gate bridge could go up as muchs one dollar as soon as april and gets a high as $8 by 2018. that's the recommendation at the golden gate bridge highway transportation district. this is not final. the finance committee and full board still have to give the grown light. here's more detail on how this could work. right now fastrak costs $5 per crossing. everyone else pays $6. april 7 it would jump to $6 and $7 respectively. the next year no hike. then two years of a quarter increase topped off by a 50- cent increase in 2018 bringing the fastrak cost to $7. everyone else $8. so why the increase? the golden gate bridge transportation district is facing $142 million shortfall. the gm says even with the toll hike they'll still fall short $19 million. bridge officials say a toll hike's needed. it subsidizes the golden gate buss and ferries which he says need a facelift. capital improvement costs such as a seismic retrofit, new fastrak system, have balloons to $1.4 billion in the next decade. >> the largest group of comment were in favo

mark kelly, kpix. >>> please are looking for a fairfield teen found murdered over the weekend. just after 4:15 saturday morning, police found the body of the teen shot to death. she was discovered between an apartment complex and railroad tracks on phoenix drive west of sunset avenue. investigators are asking any witnesses now to step forward. >>> we're learning new details about the hijacking of an eth yoep yin jet line -- ethiopian jetliner. >> passengers held their hands above their head as police escorted them off the airliner one by one to safety. the airline boeing 767 was headed from ethiopia to rome when it was highjacked by the co-pilot and forced to land in switzerland. he gained control of the aircraft after the pilot went to the bathroom. authorities say the co-pilot locked the cockpit door and grabbed the controls. as soon as the plane landed, the co-pilot threw a rope out of the cockpit and climbed down. he then surrendered and asked for asylum. the high jacker was not armed and no passengers were hurt in the incident. >>> another developing story out of south kor
