side, democrat mike levin is the winner of the southern california congressional seat vacated by daryl issa. joining me now, steve kornacki and nbc news senior politics editor marky. steve, first to you. walk us through what happened in the past week and last night. >> yeah, it sort of is slow building here. we live in this era of so many votes are counted late, mailed in. it takes a while to get a sense, especially when you're going district by district. here's the house map of the country right now. the main thing to keep in mind is right now, and this number is still changing, but for democrats right now, it is a net gain of 31 seats in the house. remember, they needed 23 to flip it. so they're already at 31. when i say this is still in motion, this is what i mean. take a look. this was sort of the main democratic target list. these were republican-held seats that they were trying to flip. you can see here everything that's blue they've succeeded in flipping. reds, that's where they missed. look what's in the middle here. these are all races right now that are still uncalled. we still have not declared a winner. you can see a lot of these are in california, g
