mark crumpton. this is bloomberg. david: thanks, mark. president trump came to the office promising to be about economic growth and job creation and his first year with largely given over to getting tax cuts done. but this year, he shifted to trade disputes. how do these two things fit together? welcome tim phillips, the president of americans for prosperity. mr. phillips joins us from washington. welcome. tim: it is good to be here. david: let's start with the announcement you made at the end of last week. that is about the rescissions oppose oh -- proposal. explain why that is important to you. the president did the right things we took the step of saying, let's get rid of billions of dollars of the spending in the omnibus milling, good, common sense fiscal responsibility thing to do -- the president was right. some renegade republicans joined in defeating the very modest rollback of spending. holding the task of democrats and republicans who voted against the president's commonsense measure to get rid of some of the spending that is hurting our nation. david: exactly. and what you just said, a very modest proposal. bucket -- ain the drop in the bucket? tim: it was a tiny step. over $600 billion, this would have shaved off only $20 billion of that. knowledge and they have a big spending problem, and as you know, part of solving any problem is that knowledge and you have got to one. that is why this package was a good starting point. david: it did not go through, but we got the tax cuts which is stimulative, it is going to be a big price tag attached. are we essentially giving back that agenda in the tariffs that appear to be ratcheting up? tim: we are. lotident trump deserves a of credits. it is one of the key reasons we are seeing the american economy take off but he risks undermining it with the trade war. politicians like to feel tough. sometimes protectionism makes them feel like they are doing something. what they are doing is being tough on american consumers by raising the prices of goods they buy every day which free trade keeps down. they are being tough on american businesses that are the victims of these tariffs. when he picked the steel industry to prop up and save, you hurt american industries who rely on steel because they are paying higher prices for a key product. efforts we are seeing, they also hurt american businesses. the president is touting foxconn has been example of the manufacturing revival you envision. it will create according to him, 15,000 jobs. can his vision coexist with tariffs? economicffs undermine development and growth. there counting on government not using its power to pick winners and losers in the marketplace. gdpave an american economy, is $14.5 trillion a year. the idea that government on either party -- you can sit in washington dc and say, we are going to rain down something like foxconn so it will come here are we are going to protect the steel industry with tariffs -- it is picking winners and losers and that is far better to have lower, flatter tax rate to everyone, let's regulation and the knocking down -- less regulation and knocking down barriers for everyone, make toeight -- make it apply everyone and get government out of picking winners and losers which these tariffs are doing. i think about soybean farmers today, they have every right to be afraid because other countries are going to say, we are not going to allow american soybeans without increases on those. we are seeing the negative impact of these tariffs. they risk undermining an economic recovery which is helping so many americans. we think that is a bad idea. shery: there has been a speculation about tax cuts 2.0 and individual cuts being made permanent and the tax foundation says that will cost $1.5 trillion in a decade. is this a good idea? tim: we absolutely think the tax cuts .0 is a good idea -- 2.0 is a good iedeas. we so the rates lower in 2015 and revenues to the government in the first quarter are through the roof. lower tax rates clearly stimulate economic activity. historically they have done that. even for individual tax cuts -- those are for the business but not those that spurred the economy that much? tim: the data is not in yet on individual tax cuts, but the bush tax cuts that lowered individual rates, we saw revenues to the government from egypt come brackets go up over the following five years. on thes do work individual side according to the results we saw from the bush 2001-2003 cuts and the reagan tax cuts, so they do increase revenues. the reason the deficit has -- a bipartisan problem -- they spent over $600 billion of additional money beyond the discretionary spending caps. that is why we are seeing the deficit spike. revenues are up in part because of tax cuts. david: you are going to go out with a campaign on rescissions. are you going to go out with an issue on trade? they are saying you are going to support you going to the republican candidates in the house and senate were pushing back on trade? tim: we are. arennounced that we launching a multiyear, multimillion dollar effort to explain to our fellow americans the good, the virtue of free trade. out helps them individually and how it helps our nation. we think the lee davidson effort, senator lee, congressman davidson, that is a step that establishes congress having a key central role in economic policy. that is any administration. we think it needs to be in the in a joint effort between congress and the executive branch. it is a long-term effort. we have lost ground with conservative voters who for a tradeime, understood free -- we have lost that. shame on us. it is our job to go out there and make the good case for why free trade improves people lives. owns a business, free trade is good. it is never perfect, but it is good. we are going to be out there making the case in the short term, saying let's give congress a better say, and in the long term. david: tim, thank you. that is tim phillips, americans for prosperity presidents. coming up on wednesday, bloomberg brings you complete coverage of the boston pops fourth of july concert and fireworks spectacular starting at 8:00 p.m. eastern on bloomberg tv, radio, and online. this is bloomberg. ♪ ♪ shery: welcome back. thecasino stock falling months currently down. mcal casino revenues in june. about 17% the last week in june is particular weakness, casino companies across the board to suffering today. the analysts saying it is down. has brought some au.blers away from mac there's been a crackdown entertainment and spending. that continues. there's is also number 15 is saying they have at some unlucky vip play, etc.. ,here is some concern for wind if you take a look at my bloomberg. bars,which is the yellow it is the largest source of revenue. david: what about the gaming industry overall?
