next i would like to introduce my long time colleague mark miller, executive director of the medicare payment advisory committee. medicare payment advisory commission. medpac is a nonpartisan federal agency which advises the u.s. congress on medicare payment, quality and access issues. mark came to medpac in 2002. has it been that long? where he previously was at the congressional budget office as assistant director of health and human resource division. before that mark miller was deputy director of health plans at the medicare program. last but not least i am pleased to introduce paul ginsburg. paul is chair of medicine and public policy he is university of southern california and a fellow here at brookings. from 1995 through the end of 2013 he was the president of the center for citing health system change and prior to finding health system change paul served as founding executive director of the physician payment review commission now part of the medicare payment advisory commission. as with our last panel we will start out with opening comments from our distinguished panelists an

but getting back to your question with bush i remember actually i think it was probably mark miller staffthat i heard about three or four months into the bush administration that he had gone to the ranch. he had spent 100 days out of 200 or something on the ranch and at that point nobody had seen what he did on the ranch or would it look like. so i pitched to the press secretary behind-the-scenes look at the ranch that he spending that much time there we need to see what he's doing. this was before they had done in a statement and it took four or five months of back-and-forth and then one thursday afternoon i got this phonecalls saying what are you doing this weekend now and it was boom, boom, boom. i think in that situation making those sorts of things work is very difficult and you need to trust. it's sort of a delicate dance because they need to know that they are not going to get totally burned and i'm not going to put a picture of him picking his nose or something harmful out there. i'm not going to do a puff pie piece. it is a delicate back-and-forth but i ended up spending the bett

mark crumpton from new york. on the markets with matt miller is next. have a great weekend.ur which means bloomberg television is on the markets. i am matt miller. at 200s number came in 48,000, better than economists had estimated. unemployment dipping below 6% for the first time since 2008. we had gains across the board. the dow back up over 17,000. more than 200 points gained in trading. it has been a week since bill gross announced he was leaving found 40he helped years ago. in that time, pimco lost $24 mutual in etf's and funds. where is all that money going? if it is flowing out somewhere, it is flowing in somewhere, right? >> i am going to look at the etf's. in the fixed income etf's in the past week, we have seen $6 billion flow in. normally, fixed income etf's average about a billion a week. more than that is bill gross fallout money. a lot of money is coming in and doing something called manager transition, which is two-part cash for a while while you do due diligence on a potential manager or wait for bill gross to start of generous -- start at janus and go there.
