nbc news senior political editor mark murray has been standing by.ing to this speech as well. i tell you, you listen to the president's speech. those are the same things that we've heard the president utter using his state of the union, the same things that we heard the president use in the days after the state of the union. he is very very much on message of late. >> that's right, craig. that also struck me about today's speech. it was almost as if he revisited some of the same themes from his state of the union address, of course a week later and talking act inequality, health care, but more importantly the economy at large. craig, this comes on a day in which there was a disappointing jobs report, the president talking about how still more needs to be done when it comes to the economy. the other thing that struck me was how he was talking act this was an instance where congress can come together. of course, as we know, 2013 wasn't a very productive year for congress. there was so much that did not end up happening. you begin 2014 the farm bill, in

joining us mark murray.out the cbo report on the health care law and its impact on the work force. >> well, tamron, political reporters almost have to dust off their macro economics textbooks from college. what this report was talking about was the labor supply and not labor demand. that means the labor supply, total number of workers out in the work force and under the health care law there are peoples because of the subsidies you end up getting, because of the exchanges, where people might be able to say look i don't want to work on my job anymore, i can get a subsidy, my health insurance on the exchange, i'm going to quit and still have health insurance for myself and my family. that's more what the cbo is talking about. a lot of people mentioned how saying that this is going to kill 2 million jobs or eliminate 2 million jobs talking about the labor supply and not demand. the cbo says on labor demand things aren't going to change all that much from the employer perspective in hiring potential workers. >>

nbc news senior political editor mark murray is here.or walker has always denied any wrongdoing. he was never charged. still, though, the first read team notes this could pose a problem for him if he runs for president. the e-mails contain some derogatory terms as well. how significant are these e-mails? >> craig, they are significant. it's just not for 2016 that scott walker ends up running for president. he faces a tough election bid in this home state of wisconsin this november. in order for him to have a chance to run in 2016 he needs to run that race again. if he does win, it will be the third time in the last five years that he won in wisconsin. remember the recall he also had in 2012. this allows his political opponents to pounce on this stuff and like we've seen in new jersey, where all of a sudden things are getting bogged down in a release of e-mails, people getting subpoenaed, more investigates. that's never good news for any politician, no matter or not if people are directly tie you to those things. >> the e-mail stems from

russert joins us live now from the site of the house democrats' retreat in cambridge, maryland and mark murray joins us live from our washington bureau. luke, let's start with you. president obama addressed house democrats before the television cameras, a closed question and answer session. do you have any insight on what happened there? >> yeah, sure. there was a few things. primarily some house democrats in the audience asked the president what was going to be the messaging pertaining to the health care law. the president did admit that democrats were as of right now in the, quote, penalty box in regards to the botched ruleout that happened at the end of last year, beginning of this year. something they have to fight through for the midterm election. the president did make the point that over 3 million people have been enrolled in the affordable care act and that's something they can use in the midterm. the other thing the president made quite obvious to house democrats was they should continue this push for emigratie immigration reform. but getting back to the 17 seats they would need in or

let me bring in nbc news senior political editor mark murray. mark, let's lay down the law or explain here how significant is the relationship between the president and some of these republican governors who are holding out, especially as it relates to expanding medicaid? >> well, we've actually seen some republican governors expand medicaid in their states. some notable examples, jan brewer, as well as ohio governor john kasich. yes, you can be a republican, yes, you can pretty much disagree with me on most parts of my policy, but if you expand medicaid, you give health insurance coverage and benefits to a lot of people in your state at very, very little cost with the federal government picking up most of the tab going into the future years. and, of course, the majority and the overwhelming number of states who have not expanded medicaid are states with republican governors, and there is a thought as the years go by, that once president obama's out of the white house, if the politics of health care aren't as politically charged as now, a lot of

mark murray joins me now. mark, break this down for us here.republican leadership, was it unexpected? >> it wasn't hfr-i think it was expected at the end of the day. and here is one of the reasons why democrats held the cards in this debt ceiling standoff. you have some republicans who would vote against any type of debt ceiling increase even if republicans were able to get something in return. some tea party republicans say, look, i don't position we should ever increase the debt ceiling. when you take those people off the table, all of a sudden republicans don't have the 217, 218 votes just to pass something by their caucus alone, which requires democratic votes. and the obama administration changed their strategy on this. in 2011, they said, look, republican, we'll negotiate with you, we want the debt ceiling increased, what would you guys like in return and of course we ended up seeing the debt ceiling standoff from 2011. after president obama's re-election victory, they said we're not going to negotiate on the debt ceiling anymore, we're h

nbc news senior political editor mark murray joins me live now. ably isn't much of a surprise to anyone who follows politics closely down there, huh? >> it's not a surprise, craig. and of course, always being able to obtain that 60-vote threshold on legislation in the senate has been a tough obstacle. although meeting that obstacle has been more realistic and something that's been more achieved and getting some of the democratic-backed legislation in the house of representatives. so i think you put it very well, that even if democrats were able to muster and get 60 votes on this, its prospect and future in the house of representatives would be very uncertain. although it comes at a time in which there has been a little bit of progress in congress, craig. as you know, the president is going to be able to sign the farm legislation into law tomorrow. and you also did see some comedy when it came to the appropriations process and getting a budget deal done. but of course, this type of legislation, democrats were unable to stick it in that budget deal f

mark murray is our nbc news senior political editor. joins me live now from d.c. here's the thing. this is already as has been widely reported one of the least productive congresses in history. by a few measures the least productive congress in history. you contend that we're actually going to see even less work get done over the next months. >> reporter: it looks like it, craig. not only that, but over the next nine months before the mid-term elections, look at some of the actions from both sides. republicans basically said they aren't going to get immigration done. democrats say look we're going to take some of the entitlement reforms that have been in our budget as a way to get republicans to the negotiating table, we'll take that way. also we don't want to work on trade. the reason for both sides is they don't want to divide their base at the mid-term athletics. there's more incentive for the republicans to do nothing. they like the current political environment and want to play defense. but we're big football fans. sometimes playing defense crease an unintende
