here's nbc's mark potter. >> reporter: from the north coast of cuba the coast guard says it's seeing a steady increase in cubans sailing rickety boats to the united states. the trips often financed by their families in the u.s. last year more than 3,600 were spotted. >> several children and a couple of boats on the pontoons. >> there is a smuggler and a network that's building the boats and organizing what people can go in the boats for each trip. >> reporter: this grainy cell phone video shows a boat secretly being built on cuba's south coast for passengers hoping to eventually reach the united states. there are three main routes by which they come to the u.s. without visas. by boat to honduras or the yucatan for again a dangerous land trip through mexico. by far, most of the cubans now enter the united states at the mexican border in texas. >> in 2014 we had 1,700 cubans that were processed. >> reporter: outside the u.s. port of entry in brownsville, texas, buses take newly arrived cubans to cities across the country with many arriving in miami. they hope to improve their lives eco

. >> for more we check in with mark potter. there was a separate hatter in alabama. person was arrested in the case. what's the reaction in panama city? >> you saw from the sheriff it's one of disgust. you have people calling for getting the beaches back and asking the question how to prevent this. this is a question that's asked in florida periodically. it's been going on for decades as communities first em are brace spring are breakers and the money they bring and when things spiral out of control they try to find a way to end this and bring it under control. this happened in ft. lauderdale miami beach and now panama city beach. they are now spending money for more law enforcement. they have a law that's just been passed that bans drinking on city and county beaches during spring break. the a.p. is reporting the top tourism official in ft. lauderdale is sending a letter to pan pa city beach telling officials what they did in ft. lauderdale decades ago to reign things in there. clamping down with law enforcement, drinking rules, stopping people from cruising the bea

mark potter is in the everglades ahead of the president's visit. s is the area where the president will be speaking that podium, and out here is the famed river of grass as the everglades is often known. the president has chosen this area because it helps make his point about climate change. the everglades is a low-lying, extremely sensitive ecosystem that's long been under threat from the north because of development and agriculture and canal building but now there's another threat linked to arguments of climate change and that has to do with rising sea levels. scientists say if that continues, the beaches that surround the national park will disappear, the freshwater environments will be changed and will be overrun by saltwater. this is an area that brings millions from around the world and will have an economicesque, the argument goes. there's also a concern broadly around this area in south florida, in this area specifically from palm beach ft. lauderdale, miami, down to the keys rising sea levels have already caused flooding and there's concern
