. >> joining me now, governor and republican congressman mark sanford, he has since launched a primary run against president trump. do you get a sense there is something going upon in your party maybe officials are looking for a waive the trump train? >> i think enough of us have been looking for a way off the trump train for quite a while. but i would say there are fissures out there particularly after this last week of what's been occurring in terms of the conversation with ukraine. what has occurred with regard to syria and the fiasco with regard to doral and the g-7. soive think increasingly what i hear from friends back in d.c. is a greater and greater frustration with their being forced to basically defend things that are fairly indefensible. >> where do you stand on impeachment following mulvaney's admission there was a quid pro quo. >> i've said from the very beginning that i believe in innocence until proven guilty. but where generally where there is smoke, there is fire. there seems to be a lot of smoke coming out of this conversation. i said it ought to be vigorously studied

former congressman mark sanford and former congressman joe walsh. congressman sanford, let me start with you. the president called for both ukraine and china to investigate biden and he did that publicly and diplomats pushing the ukrainians to announce a probe for a white house meeting and a u.s. diplomat expressed concerns that military aid was withheld awaiting the announcement for an investigation into the bidens you have said the impeachment inquiry is justified and would you vote to support such an inquiry if you were in the house of representatives? >> you know, i don't know. i suspect so. again, i think we need to take this incrementally. i think to your point there ought to be a vote before we go into the inquiry. if you look at the last three impeachments and in fact one in which i took the vote, you formalize the process as opposed to having an open-ended process which is the route that pelosi is taking now. >> but you're not sure you would vote for it? >> in terms of the inquiry? >> the inquiry. >> in terms of inquiry, i would ultimately,

you can ask jeff flake, mark sanford, there isn't any. if i were them, i would not do it. that's not me, so whatever. in terms of in this -- and this kind of segues into what impact would this have on the president himself? >> let me jump in. those of you who have been here, charlie and i have 30 minutes. we need more time than that but we will hold it to 30 minutes. then open it up for your questions. just to jump in on that, does that mean for democrats they ought to get this done fast, before the end of the year and then leave time for other issues? >> well, the thing is, the speaker was correct the first time where she said this is not what democrats ought to be doing. i'm not convinced she has changed her mind, to be honest. after all this ukraine stuff started, there was no point in digging in her heels. >> let's go to joe biden. do you believe in the primary this helps joe biden or hurts of all these rumors and allegations? it's helpful at all. i don't know if we know whether or not.ng to hurt him we saw -- forget merit or anything, we or saw hillary clinton turned

>> i think representative joe walsh had it right with mark sanford when he said the reason the white house and the republicans are not answering is because there is no answer. it's as simple as that. >> no answer? what's your answer to those questions? >> well, you know, if anything is clear from history, it's the people who wrote the constitution were most worried when they created the office of president of the united states about two things. one was foreign interference with our government and the other was use of public office for private gain and has violated both of those rules. what's needed now is not just a vote to launch an impeachment inquiry and marshall all the evidence but the removal of this president from office. and that's what happens after this thing goes over to the senate. i don't think the senators have to declare in advance what they're going to do. it's clear to me their constitutional duty is to follow the evidence and vote to remove the president from office. >> based on the information that is already out there that we have in the public sphere, you believe

are you concerned as your fellow potential challenger to trump on the gop side, mark sanford, is that impeachment will actually rally those gop voters more around this president rather than less? >> no. mark's a good man, but i do not agree with mark on that. he has said he would support mr. trump if mr. trump is the nominee. that's not my position at all. you know, i agree with there's a lot of politics and impeachment proceedings and one number we're going to be watching is what percent of the country favors not just impeachment but removal of the president. and i believe i saw a nationwide poll by the "economist" a few days ago, 51/41, u.s. in favor of removal. that is removal by the senate. people are going to watch that number. if that grows, then the republican senators, even if they can't find it in their conscience to do the right thing, are going to have to be concerned. my concern on behalf of those republican senators, most of whom i know, the senior ones, is they're going to be blown away just as happened after the nixon impeachment. in 2020, you'll have a very democratic

it happened with mark sanford. it happened with bob corker. it happened with jeff flake.ng. if you talk to republicans privately behind the scenes, they'll agree with most of the critiques that i make about trump, including the fact that he's not psychologically or emotionally well. but they're afraid to take him on. the problem with that is that he's breaking the party in the process. more problematically is he's doing tremendous harm to the country. >> why privately? why won't they say it publicly, peter? >> well, i'd say a couple of things. one is what i said. it's fear of the base. also i wrote in "the new york times" piece, the psychology of accommodation. it's a strange process that goes on, but once you begin to make these deals early on and you accommodate yourself to outrageous behavior and the behavior gets worse, you keep going and going and going. and before you know it, you no longer can condemn trump because you would be condemning yourself. i also think that trump has tapped into something about the gop base which is disturbing, which it's a base that is fi

you know, that model that the only -- or you're mark sanford and you're critical of the president and you lose a republican primary. i think republicans are, you know, making the decision do i stay and risk a republican primary instigated by the president or do i speak my conscience and leave? i mean, he's making the latter choice. you know, i think the idea that the republicans are moving away from the president if it's happening, it's in very small increments. and it's -- you know, it's not all of them, that's for sure. >> we just had joe lockhart on who says he sees an emergent that's lifted sop that has given them leverage and a bit of power. that's why he believes you're hearing them speak out. they have the upper hand. >> it's such bad policy and such an abandonment of american leadership in that part of the world. and something that the republicans have cared about. and there's such fluidity in all the testimony. what's becoming clear out of the investigation, political appointees as well as service professionals are saying what the president was doing on ukraine was wrong. all
