turner. he has really been a delight to work with and his steady and thoughtful leadership has really allowed us to, i believe, make a good mark in this bill. under his leadership, the tactical air and land force subcommittee worked in a very bipartisan fashion. and we developed a set of oversight legislation and funding recommendation that i think really looks at cutting waste, shaping programs and making sure that our men and women in our military are ready to go. first, the subcommittee's portion of h.r. 1960 supports many of the high-priority recommendations and desires of the president's budget. h.r. -- for example, h.r. 1960 provides $8.1 billion for the s-35, joint strike fighter program, $4.5 billion for army aviation upgrades, $3.2 billion
