markus books in the city's fill more, forced out. historic preservation wasn't enough to keep the bookstore protected on fill moore street. 50 years old, the oldest african american bookstore in the united states of america. it's project thad the city will lose 44 hundred local businesses this year alone, a trend supervisor david -- is hoping to turn around. >> the same financial pressures that are pushing tenants out, residents out, are also pushing small businesses out, especially these legacy businesses and so it's important for us to do something in response to that. >>reporter: how can we help them? >> community group rs announcing what's called a legacy business rej city, to try and throw a lifeline to long-time businesses by offering tax cuts. the only requirement, you must have been in business for 30 years or more, and be connected to the neighborhood. >> take cafe -- for example, been here for some 60 years, but san francisco icon, neighbors in north beach say they can't imagine the city without it. >> this has always been
