marla tellez is live outside that restaurant near kelley park in san jose. anyone hurt, marla? >> reporter: good morning, laura. the good news is nobody was hurt, but it is not looking good for the owners of this el salvadorian restaurant you can see behind me. we are at the corner of story and lacreche road. this strip mall here is where the restaurant is. this fire happened in this restaurant behind me here. within minutes firefighters were on scene. 35 firefighters got the fire under control about 30 minutes after arriving on the scene. the damage contained only to the restaurant did not spread to the other businesses nearby. damage is estimated at $200,000. so you think it is ruined? >> inside, yes. they will not be back in business, unfortunately. >> reporter: that was the fire chief. he says that the cause seems to be accidental. it is preliminary, but he thinks it started in a storage unit in the back of the restaurant. he thinks that it is an electrical fire. here's the thing, the owner of l lagaviota has not been contacted. if you are the owner this morning, your resta

marla tellez is live in san jose. marla, that student is now suing the fbi for violating his rights and invading his privacy? >> reporter: yes sh he is. good morning to you. we caught up with yaser afifi last night at the san jose international airport. the 20-year-old arab-american, a student at mission college in santa clara, had just come in from washington, d.c., where he announced he is suing the fbi for violating his constitutional rights. afifi says a car mechanic found the device during a tune-up last fall. after posting a picture of the device on the internet afifi says fbi agents knocked on his door and threatened him with federal charges if he did not give it back. afifi is not politically active and feels he should not have been targeted. >> i knew they were tracking my car, and i am a muslim. and i believe they were doing this only because i'm fitting some type of profile for them. i am trying to speak out and make sure that anybody else in my position can and will assert their rights. >> reporter: in his

that's the latest from here, marla tellez for "today in the bay." >>> thank you, marla.eantime, we'll which ek check in with christie smith live at the u.s. geological survey in menlo park. christie, what can scientists el us? i know they are gathering information about the earthquake in japan. what do they know so far? >> reporter: good morning to you. i can tell you that as you can imagine the usgs has a team of seismologists working around the clock on this. they are expected to open up soon here in menlo park. i spoke with one of the seismologists by phone, and what he's telling me is that this could end up being in the top five earthquakes since the 1900s. this magnitude 8.9 earthquake. he's also saying they are dealing with the tsunami, huge waves, horrific devastation, but also aftershocks. what he's saying is that there have been at least 52 aftershocks of nag any attitude 5.0 or larger. at one point he says they are coming every eight minutes. i asked how long people might have felt this, he tells me that depending on where you were standing, when this hit, it c

>> reporter: hi, marla. experts at uc berkeley say they're discovering higher levels of radiation in part because of the rain we're seeing. they say it's like a sponge soaking up all the particles in the atmosphere and giving them more of an effect japan may be having on us. the first signs contamination is seeping into the food chain. radiation levels in spinach and milk are discovered near the tsunami-ravaged nuclear complex in japan. now more signs here that radiation is also making its way to the bay area. >> well, this is indicating that we have iodine 131 in our water. >> reporter: the professor is at uc berkeley, and discovered increased radiation levels in our rainwater late saturday afternoon. >> if you would indeed drink the rainwater now, you would ingest and drink in the -- this radioactivity. >> if you're walking down the street and happen to open your mouth and talk at the same time, a little rainwater came in your mouth -- >> that would not matter at all. >> reporter: they said the traces foun

marla tellez is live outside the restaurant in kelley park. marla, everyone inside the restaurant? >> reporter: no, it happened shortly after 1:00 this morning, so nobody was inside. it did not spread throughout the strip mall, let me make that clear. it was contained to the restaurant that you can see behind me here. this restaurant is now completely destroyed inside. it is a restaurant here near story road and lacreche road. it is within a strip mall of about five to six businesses. again, the damage contained to this el salvadorian restaurant. firefighters were working a nearby fire and arrived on the scene within a minute according to the fire chief. it became a two-alarm fire. about 35 firefighters worked the flames. was under control within 30 minutes. the fire was contained to this restaurant. estimated damage at $200,000. the cause according to the fire chief, he thinks it is accidental likely starting in a storage unit in the back, an electrical fire. this is preliminary, not official. they have tried to make contact with the owners of la gaviota restaurant overnight, but

marla tellez is live there this morning with what their new sedan can do. marla? >> reporter: good morning, brent. tesla motors here in fremont is very excited about the new vehicle, its new project. it is the plug-in all electric sedan called the model s sedan. now this is only the second vehicle produced by tesla. the first was the roadster. tesla plans to start delivering the sedan beginning in the middle of next year, so in 2012. and it has plans to produce various models for various pocketbooks. at the top of the line is the signature series said to run 300 miles on a single charge for a price of $77,000. i guess on the flip side you never have to pay for any gas. now, tesla says there's a mid-level model and a base level priced at $58,000 that will run about 160 miles on a single charge. each vehicle comes with a $7,500 tax credit. production starts here in fremont in 2012 and tesla hopes to ramp up production to 20,000 vehicles by 2013. of course, this is good news for the economy and especially the local economy here meaning more jobs. tesla hopes to emplo

i'm marla tellez in for diane dwyer. >>> we begin tonight with the toxic leak in san jose. they've called a shelter in place order in one neighborhood after hundreds of gallons of amoney a spilled at a water treatment plant. it happened on graystone lane near camden avenue. kimberly tere is there with the very latest. >> reporter: marla, san jose police had to go door to door north and northwest of here to let residents know of that shelter in place order, which as you mentioned has since been lifted. it was an ammonia leak earlier today that prompted the order in the first place. and also a quick response from san jose fire just after 11:00 this morning. fire officials say the leak inside the treatment plant is now well under control. 250 gallons of liquid amoney yo, though, leaked out of its tank into a secondary tank today, where it has been contained. according to the santa clara valley water district the plant has not been in operation since early this month because of some construction. but a worker doing routine checks fond the leak and alerted authorities. >> ammoni

marla? >> reporter: good morning, brent. actually, let me clarify, we are live in martinez this morning. the latest officer to be arrested in this case is danville police officer steven tenabe. he posted bail out of the county jail here in martinez over the weekend. the next step is he'll be arraigned at the superior court coming up. the 47-year-old who works on the danville police force as a contracted officer from the contra costa sheriff's department faces drug and conspiracy charges. and the information into norman welsh and chris butler. welsh is the commander of the now suspended contra costa narcotics enforcement team known as cnet. and butler is a private investigator based in concord. prosecutors allege tenabe and welsh stole drugs from evidence lockers and butler would sell the drugs. it is also alleged butler would pay tenabe to arrest men from drunk driving in an attempt to tarnish their reputations and nasty divorce proceedings. now we went to tenabe's home in alamo last night and he maintained his innocence. >>

marla teles is live with how they are recovering and the help they are looking for. marla? >> by the looks of the harbor, it's hard to tell it was just a week ago this harbor was hit by the strong tsunami surge. take a look for yourself. although the wind is beginning to pick up, it's a calm and quiet harbor. it's hard to see any of the damage at this hour. the harbor is still closed to traffic and that is really hurting the businesses here the harbor remains closed and the area is losing an estimated $206,000 a day. there five restaurants and cafes here and several other businesses while they are open, parking and access is limited they are not seeing the foot traffic they are used to. another concern is the next storm is expected to blow through this weekend. the national weather service said a high surf advisory will take effect and that lasts until saturday night, about 9:00 p.m. waves expected to reach 13 to 16 feet along the coast. the worry is of course just as the harbor gets back on its feet, the high surf will cause more danger. totals are $25 million. private pro

marla is live with the woman's story and what the county is doing. good morning, marla. >> reporter: good morning, laura. we're on almaden road in almaden valley. they live on a deadend hillside road, probably five to ten homes. this woman is at a hotel out of fear of that land slide. look at this. this is the problem in this neighborhood, pg&e crews have been out here, this is a ruptured exposed gas line. you can see the cones put up. neighbors say this has been an ongoing problem. the latest last night when the folks called about this exposed gas line. they called santa clara county about the threat of the land slide. crews got on scene to find this line but they say it's just a water line. so pg&e cleared the scene. neighbors ended up calling crews out. this is a gas like. this time they came out here again deemed the area safe. but the woman who grew up on this hillside. she's at her wits end. she is fearful of all of the mud in her back yard and convinced there is a gas leak. she packed up and checked into a hotel last night. >> i have had gas l

marla tellez is live at one of the hardest hit spots. how is the harbor recovering a week late sner. >> actually it looks like they made quite a bit of progress here. other than the winds that are beginning to pick up at this hour, all is quiet inside the harbor. it's hard to get a look at any of the damage. it's quiet in the harbor, that means it's quiet with the surrounding businesses. that is not good for the econ y economy. since the surge, the harbor has been close and that is hurding the restaurants and other businesses here. they are hope, but parking and access is limited they are not seeing the foot traffic. the harbor remains closed and they are losing $206,000 a day. the next storm is expected to blow through here this weekend. the national weather service said a high surf advisory will take effect as of 3:00 this afternoon and that lasts until saturday night, 9:00. the waves expected to reach 13 to 16 feet along the coast. the worry is just as the harbor is getting back on their feet, the high surf will cause even more damage

good morning, marla. >> reporter: good morning. really now just waiting game for pg&e officials, they are waiting on the folks at the california public utilities commission in san francisco to decide their consequence for not submitting 100% of the records that had been requested. they have been working around the clock and sifting through more than a million documents, many of those had to be moved to the cow palace in san francisco because officials needed that much space. and pg&e officials say they turned in records for 91% of its natural gas transmission pipelines to the puc yesterday. this means about 8% of the records are still missing. the records are specifically for pipelines installed after 1961 and those that run beneath high consequence areas including san bruno. you'll recall in january the cpu called for the records after investigators found pg&e's documents inaccurately showed the pipe segment that exploded in san bruno as seamless when it had a weld. now the question is now what? state regulators may order pg&e to

marla? >> reporter: laura, good morning. the very latest, we are just getting word from officials here that the mayor of san francisco is expected to be here at any moment now to get updated on the current situation. and perhaps also speak to the media. so, of course, when that happens we'll bring that to you. here's the latest from the department of emergency management. they just wrapped up a conference call this morning with california's emergency management agency as to the latest in assessing the risks. they do not expect serious waves to come ashore here, but as they are calling it, they are taki takingabundance precaution this morning. no evacuations are in place for the city of san francisco. and emergency officials are saying do not call 911 unless you do have a real emergency. but if you are just calling in regards to the tsunami warning, do not call 911. instead, call the non-emergency line at 311. as for the folks along the coastline here in san francisco, just be smart. do not go to the beaches. we have been tel

i'm marla tellez in for kris sanchez. morning in japan, six nuclear reactors and two power plants are at risk for melting down after an explosion at a building housing a nuclear reactor. it's just the latest fallout from two minutes of terror that is prompting the country's triple disaster. we have some chopper video shot just this morning along japan's northeast coast. as you can see, the devastation stretches for miles. right now japanese government officials say the death toll in this one state alone could reach into the tens of thousands. 170,000 people who lived near power plants are being evacuated. millions of people don't have drinking water, electricity, or food. and 100,000 japanese soldiers are now on the ground carrying out search-and-rescue missions along the northeastern coast. >>> here in california, scientists and engineers are taking a closer look at our own nuclear power plants. they say despite the blast that destroyed the exterior of one japanese plan, the reactor inside remains intact. but some are qu

we'll have all those details in just a few minutes, marla. >>> here's a look at those power outages caused by the storm. they're estimating 6500 are without power on the north bay. on the east bay and the peninsula, 750 people are in the dark tonight. there are 650 outages in the south bay, and in san francisco, just 150. pg&e does not have an estimate on when power will be restored. there are several reports of downed power lines across the bay area. you're looking at pictures of crews working on lines in san rafael. meanwhile, people who live near the san anzelmo creek are also watching water there. it is high, but experts say it does not look like it could overflow its banks any time soon. san rafael crews are working now to restore power where power lines have been knocked down by the storm and high winds. at this point they do not have an estimate as to how soon they can get those power lines back on line. we're waiting to hear from pg&e to determine how many customers are without power this hour. >>> the crisis in japan continues to hit home here in northern california. one concerned
