i'm marla tellez. jon kelley is off today. we begin in oakland, where the city has ordered protesters to clear one of two occupy camps, but the order did not come with a date or a time. and protesters say they aren't leaving anyway. nbc bay area's christie smith is live, near the camp, outside city hall. christie, any idea if or when police may be moving in? >> well, you know, i can tell you that it hasn't happened so far, but i have seen protesters walking around, some of them with this note to vacate in their hand, reading it. the list of problems that the city has with this tent city up in front of franco gallo plaza. the problems are clearly outlined and so is the -- the notice to vacate frank ogawa plaza was posted last night, after ten days in the plaza where there are more than 100 tents. the movement occupy oakland, the city says, has overstayed their welcome. they say there's too many complaints about an increase in violence, open intimidation. some of the residents say it's time for them to go. protesters who are her

good morning, marla. >> good morning.e past week alone there have been three deadly shootings in san jose. two of them officer involved. it caught the attention of the police chief. he'll be holding a news conference later on this morning the shooting last night took the life of an 18-year-old in south san jose. police are not releasing information about a possible suspect or what led to the shooting. the hds rate here now is in the mid 30s. that's 15 more than all of last year. officer-involved shootings are on the rise. sunday the department recorded the sixth officer-involved shooting. that's compared to four in 2010. residents are worried. they are concerned. police say requests for neighborhood watch programs have doubled since last year. >> we need to know who comes in, who leave, anything suspicious. >> reporter: 56 officers have been laid off. a spokesman for the department says shifts are minimally staffed. san jose was once considered the safest big city in the country. a news conference is set for 11:00 this mo

good morning, marla. >> reporter: jon, good morning.could be too late because the suspect may already be dead. san jose police releasing new extremely bizarre details about the investigation into the shooting death that you're talking about here that happened at oak hill memorial park. now, police believe steve tausan, a local hell's angels member was shot and killed here on saturday by 38-year-old steve ruiz. both were among the crowd of about 3,000 who came to pay their respects to jeff pettigrew. you may recall pettigrew was the president of the san jose hell's angels chapter shot and killed at a no vat dough casino last month. police say they learned there's a chance someone may have already killed ruiz and this is where it gets bizarre. police say they have reason to believe ruiz was buried with pettigrew. they got a search warrant and actually dug up his grave. officials say inside they did not find ruiz. police chief chris morris says this case is proving more difficult than others because many witnesses aren't cooperating and so

. >> and i'm marla tellez another shooting. san jose police opened fire on an armed suspect this morning, the fourth officer-involved shooting for san jose police in the past month. and the mystery at this hour, what police found after the shooting. a 150-foot trail of blood. the shooting happened in the 2700 block of hillsdale avenue near narvaez near the capital expressway. live on the scene. police are piecing this together. >> reporter: this scene seems to be wrapping up just a bit, taking down the crime scene tape and picking up the cones. why was this man wondering around, armed with a pistol and making neighbors feel afraid enough to call 911? as you mentioned, people in this neighborhood heard gunshots about 5:30 this morning and called police to ask them to check out why that was happening in the area. officers did and they found nothing out of the ordinary. that was at 5:30. at 6:05 a veteran officer saw a man walking with a pistol. when the officer approached the man the suspect did not drop that weapon. instead, he

jon and marla, back to you? >> definitely a wild scene.fficers still chasing down this guy. >> a bay area assemblyman wants to see serious changes. he is set to address the public utilities commission today. hill points out back in the '90s the government told pg&e to phase out the two-inch plastic pipelines. the very same kind that leaked at a cupertino complex in august. that caused this explosion here. hill says despite the government recommendation, pg&e never acted, and the cpuc never forced the issue. he introduced a new bill to force compliance with federal regulation. pg&e will replace 1,200 miles of the pipeline. >> it's 5:35. pg&e reacting to a new line of safety question this is morning. they say after going through utility records it found new evidence that pg&e installed salvaged or junk transmission pipes between 1948 and 1956. state regulators say it raises serious safety concerns, especially because pg&e has been unable to certify no other reused or deficient pipe remains in service. the findings raise fears, problems like

marla tellez joins us with more details. good morning, marla. the second in less than a week. just six days apart. now yesterday's happened in east san jose at the park side terrace apartment come plek. police say they responded to call a of an armed man acting suspiciously. he did something to prompt one of them to shoot. the suspect died on the scene. six days earlier on monday, zap ho apolice shot and killed an armed man. again, this marks the sixth officer-involved shooting so far this year. see t three of them have been fatal. compare that to all of 2010 when san jose police reported four with one that turned deadly. a justice studies professor says the uptick is worth noting. it's difficult to figure out what's causing it. >> to link all this to one event like economy or feeling of desperateness. >> when it comes to violence within the community, that's not a good trend either. the homicide rate sits at 34 for the year. as for yesterday's deadly officer-involved shooting. san jose police say they'll be releasing more information about that a little bit later this afterno

. >> and i'm marla tellez. an elderly man and woman stabbed. a man left wielding two knives, shot by police. it all happened this morning in san francisco's inner richmond district. nbc bay area's damian trujillo is live. what can you tell us? >> reporter: it happened in that off-white colored home behind me just after 7:00 this morning. investigators are still trying to determine the relationship of those involved. when police arrived, they found an elderly asian man with stab wounds, then an elderly asian woman with life-threatening stab wounds. when they tried to help, another man came at him with two knives over his head. they fired at him with a bean bag sort of gun. that didn't work. one officer shot him. police still don't know the relationship between the victims and the suspect. >> it's not clear as to what the motive is in this particular attack, but what we do know is that they're not strangers to one another. they do know one another. the investigation will determine what the motive was or the relationship actually was. >> reporter:

marla tellez is live in san francisco with more on the story. >> jon, good morning. we are standing right in front of the nondescript san francisco parole office. later this morning the state attorney general. officials with the state department of corrections as well as san francisco mayor ed lee are all going to be here talking about what is new with what's been dubbed operation bo boo. it's been around 20 years so far. on each halloween since 1994 it has imposed a curfew on sex offenders with a permanent address. it forces them to stay inside their home without any lights on. they can't put up halloween directions. they certainly can't offer candy to kids. this year they will focus on the 2,000 sex offenders in california who are homeless. san francisco is among three of the state's four parole regions. l.a. and san diego are also doing this be tonight. you may think this could be difficult to enforce. transient offenders are required to wear jacketsful they will know if they're not in curfew centers. they are supposed to report to round-up centers. the parole off

i'm marla tellez. jon kelley is off today. this morning, the occupy protesters are on the move in san francisco. the group, which has called the justin herman plaza home for the last few weeks is planning to march down, opposing corporate greed. christie smith, we understand some religious leaders are also joining this cause today. >> reporter: we've seen at least maybe four dozen of them. they just left from where we are, justin herman plaza, as you said, heading down market street. now, what they're telling us is that they've come together for causes before, but this is the first time that this interfaith group has come together to support an offshoot of the occupy wall street movement where protesters are camped out, as you said, at justin herman plaza. hard to tell exactly how many demonstrators are staying here for occupy sf. it's easily over 100 of them. the religious leaders are carrying a golden calf with them. they say as a sign of corporate wealth and greed. they say they're going to perform rituals. they are going t

nbc bay area's marla tellez has been following the developments all morning long and joins us live from the scene. >> laura, good morning. investigation is still going strong out here at lorne way and peacock. as you mentioned, the closest main intersection is wolfe and homestead in the sunnyvale cupertino area. a look at the heart of the investigation, you can see the blue awning set up where investigators have been focusing their attention where the shooting happened about 7:30 this morning. the people who live in this are relieved. you can see them gathered on the street corner here, relieved this has come to an end. it all started shortly after 7:30 this morning when police tell us there was a shoot-out between santa clara county sheriff's deputies and a suspect at a home on lorne way. the suspect matches the description of 47-year-old shareef allman. the alleged gunman in yesterday's shooting at lehigh cement in cupertino. only about five miles away from lorne way. now he killed three people and injured several more. now, this is in fact the same neighborhood they were searching ye

good morning, marla. >> jon, good morning. this story has so many bizarre and tragic elements. the hells angel member. this is where she was shot. he was shot attending the funeral of another local hell's angel member. here's the hope for tomorrow. more san jose police officers. fewer people attending the funeral for steve. it was almost two weeks ago jeff pettigrew, president of the local hells angel group. he was gunned down by rival gang members at a casino a month ago. the 52-year-old was one of a few thou people who showed up. it was at the funeral that they got into a night. that's when he was shot. he ended up dying at a hospital nearby. san jose police were criticized for not providing enough security. officers were on hand. they were not inside the gates. they patrolled and secured the perimeter. the only real big difference is more officers on hand. now it should be mentioned the suspected shooter is 38-year-old steve ruiz remains on the run. last weekend police swarmed the neighborhood in stockton after getting a tip that ruiz was there. now back here at oak hill org

i'm marla tellez. >>> and i'm jon kelley. a major milestone this morning for the bay tiec s oonas sectio eastern span bridge deck is being lowered into place. eventually, it will connect the bay bridge with yerba buena and treasure island. >> christie smith is live with a look at the progress. >> reporter: good morning to you, jon. happy friday. we have an incredible view as this final piece, the 28th piece, is lowered into place as we speak. this is a thousand-ton piece of steel. what it means is that the self-anchored suspension span is no longer in bees out here. it's one continuous road. still needs concrete and earthquake ties at the joints. a lot of other work. really, this is, as you said, a major milestone. stronger in a quake after a section of the old bridge went down in the loma prieta quake in 1989. this connects the yerba buena to the eastern skyway. it essentially means that oakland and san francisco are now structurally connected. among the speakers out here today, surprisingly, mayor jean kwon, who was haggled

i'm marla tellez. >> more tear gas, handcuffs and protesters on the run as demonstrators go toe to toe, literally, with police. >> police close in for the second time this week. streets, under siege as protesters run for cover. this morning, the smoke has cleared and frank ogalla plaza in oakland. people behind the movement are not giving up, and neither are the police. christie smith is following this story for us. she joins us in oakland with the latest. >> reporter: it's fairly calm out here right now in downtown oakland, barely any sign of the clash between police and protesters where police end ed p lobing tear gas into the crowd. frank ogawa plaza still closed off this morning. police are still here, but barely. a lot of folks out here are wondering, what's next? the loudest noise at frank ogawa plaza were power washers, cle cleaning off where police shot tear gas into the crowd last night. one man was arrested in an early morning tent city raid tuesday on the occupy oakland encampment with nearly 100 others. he was released to demonstrate again. >> i could hear the march of the

>> john and marla, we spoking with police a short while ago and they tell us there never was any plans overnight to shutdown occupy sf's campsite here at justin herman plaza, a site they have occupied the past two weeks. those 200 police officers we took pictures of around 2:00 this morning some in riot gear practicing crowd control maneuvers were on stand by in case oakland needed assistance with its occupy oakland protesters according to police and they were also training in the middle of the night, which a police spokesman tells me is not unusual. those officers did head back into the city around 2:40 this morning but never to justin herman. when word started spreading police might shut down the plaza, the protesters grew to at least a few hundred. they stayed up most of the night anticipating a confrontation with police, one that never happened. so did five san francisco supervisors including president of the board david chiu. they stood in solidarity with the protest ares and called on the mayor and san francisco police to come to a peaceful resolution with the occupy sf crowd, on

i'm marla tellez. both senators will talk about efforts to address the deficiencies and regulation and management of pipeline safety across the country. the senators say too many communities are vulnerable to what happened in san bruno. >>> just hours ago, the senate passed a pipeline safety bill. the bill will boost the federal government's regulatory enforcement powers, calling for automatic shut-off valves for newly installed pipelines and ends rigorous safety inspections for older, natural gas pipelines installed before 1970. the house has approved a bill that will freeze federal pipeline regulations. the senate and house will now have to come together to make a bill that will pass in both houses. mike will check your roads. christina will look at that forecast, right after the break. >>> welcome back. temperatures will be really comfortable for the second half of the day. still running cool. 69 degrees in san francisco and santa cruz. a little bit cooler and cloudier as we head to your wednesday.
