our miguel marquez is at laguardia airport. you've been there all morning covering the weather and the flight cancellations and now this, this delta flight 1086 skidding off the runway at laguardia. do you have any information for us at this point. >> reporter: we have a little bit. we're hearing through folks on the ground that there may be a couple of injuries, not bad. this is a flight that was coming in over the water. laguardia, as you know, has runways that stretch out into the water. it landed on that end and ended up all the way on the far side of laguardia. we're at the american terminal. i walked all the way down the length of the terminal looking through the windows to see if we could see the plane. the snow is coming down so heavily that you can't see much of the runways all the way down to the end of the terminals. it's all the way on the ground, not the oceanside or the bay side of laguardia, but on the ground side where this plane has gotten stuck in the snow. there is a wing broken and we understand through some

cnn's miguel marquez is just out of tairod pugh's arraignment. my guess is those words might have come up at the arraignment, or maybe not. what exactly happened? >> reporter: no, they didn't. it was very, very brief. this is a guy who took an oath to defend the constitution of the u.s., the u.s. now saying that he has taken an oath basically to defend isis. he appeared in court. he looked to be in good shape, very close-cropped hair, very heavy beard. a t-shirt and khaki pants he was wearing, handcuffed. the only thing he said during the entire time was his name. his lawyer pled not guilty on his behalf to two charges, one aiding and abetting a foreign terrorist organization, namely, isis or isil, as they called it in court, and, two, destroying evidence, namely four u.s. miguel marquez is at la guardia. the weather story has turned into a plane crash. >> reporter: it's always a concern with the weather. it has been snowing very, very heavily today. they are accustomed to that here at la guardia and certainly this year where they've had several big snowstorms. they've been clearing the runway all day. about a third of the flights had been canceled until this. now everything is at a stop at la guardia. even planes headed into the airport have been diverted. fortunately, that delta flight from atlanta landed here, skidded off sort of midway through the runway. initial reports here that there are minor injuries. everybody is off that plane. a wing may be broken and there may be jet fuel that has spilled onto the runway and the surrounding area that will have to be remediated. i can tell you just in the half hour or so or hour that this has happened, the american terminal where we are right now has become packed with people trying to figure out what is next for them and how they either ge

miguel marquez reporting live from laguardia. i want to bring back in miles o'brien. should the plane have landed? >> it is difficult conditions. laguardia on a good day 7,000 feet of runway. i call it stationary aircraft carrier. anybody that land there know they land hard and they stop abruptly. low visibility and low ceiling and contaminated runway meaning slick. when they deploy the thrusters that go over the engine in the back to reverse the thrust and aide in braking, could that have made them fishtail more. there's a ntsb safety recommendation from years ago if you deploy them slightly asymmetrically on a slick runway you're going to end up on the side of the runway. we don't know exactly what happened. was there a mechanical component to this or was it just a decision to land on runway that was not a good decision. we don't know yet. >> miles o'brien, thank you so much. appreciate it. thanks again. we'll be right back. ah! come on! let's hide in the attic. no. in the basement. why can't we just get in the running car? are you crazy? let's hide behind the chain

[ applause ] >> reporter: a very raucous council meeting to be sure. the chairperson of the council saying she lost control, jokingly, of the meeting several times. the protesters got what they want and promising to keep up the pressure across the state on the governor and the government here until they make those changes. what those changes may be is unclear unclear. governor pence writing an editorial saying the bill will stand and he will not change it. the republicans in the legislature here a supermajority in the legislation here saying they
