but a worried pilot got on the radio and a team of air marshals on board sprang into action. abc's senior correspondent brian ross has new details now about what happened and why. >> reporter: after an emergency landing at kennedy airport, the anxious delta lot told the tower, there might be a team of terrorists on board. there may be a real team on board. we would like to get security on the airplane. >> a heavily armed s.w.a.t. team stormed the plane, but there were no terrorists and no bomb, just a terrifying start of a trip for more than 200 passengers heading for madrid. >> the scariest thing was landing and seeing all of the emergency people. >> one missed queue after another led to the scare. the flight was about 45 minutes into its trip when it turned around. after a federal air marshal became suspicious when a pakistani man who just left the lavatory in the rear of the plane. inside, the air marshall discovered two short pieces of wire with their end stripped, covered by a piece of dark straw. he concluded, wrongly, they could be components for a bomb. at the same ti

they have promoted a new marshall, the rise of the relatively unknown to the vice marshall was announced by the north korean state media on tuesday. >> what do we know, if anything, about this new man? >> very little in deed. he was relatively unknown until now. we know he has had an army career. he was made a general a couple of years back. he is one of only a handful of vice marshals and the country. all eyes are on him to see if he will be promoted again. the key position was vacated. >> having a look through some agents reports on this. there have been several other changes that he has made. he has made a conservative effort to stamp authority on things. >> what is really interesting about what is happening at the moment is exactly that question. is this a sort of political risk between the senior elders who apparently have been put in charge of managing this transition? or, is it the young leader himself deciding that now is the time to stamp his authority and to show them who is boss. remember when that took place and he came to power. he was seen as very young and inexperienced. h

i would also like to commend commissioners marshall -- commissioner marshall for the ambassadors program, which is another set of responses to the burgeoning violence. they have recently joined the visitation valley community. i would ask that they make a presentation before the commission in terms of the efficacy of those efforts in working with our police. third, i support the police commission working with the housing authority around cameras. i understand that is on the way. but we have to make sure the collective resources for the city are there. we need to not expose residents to be part of any excessive exposure to a round incidents. i am trying to talk really quickly. but i also would like this commission to aggressively take on initiatives that allow our first respondents, our officers, to live in the city, and particularly neighborhoods which they serve. commissioner cohen is looking at this, as well as our supervisor from district 7. is there something we can do? even though police officers may not be able to own, we want to look at setting aside housing opportunities that all
