i'm martha maccallum. reports that the white house could cut a deal so insurance companies could get their money since the white house doesn't have the back end setup to get paid. the insurance companies would estimate the government, here is what it will cost to cover x, y and z. both sides would cut a check on the honor system. bill: americans have 19 days to sign up and ebb roll to get coming for 2014 and the insurance companies need to get paid. you need to keep them on board. here we go. they call it a workaround in washington. you could call it a -- a bailout. >> the subsidies are not paid from the government to each individual person. they are actually going to be paid from the government to the insurance companies on behalf of each individual person. the web site supposed to figure that out. and then it figures the subsidy and tells the understand company. it's not even built yet. bill: you think of how long you had to set this up. this is like arbitration. we'll decide this later. >> the law was s
