please help lyon-martin lyon- martin -- please help lyon- martin and a larger transgender community survive, thank you. supervisor mirkarimi: thank you. >> my name is sandra. i'm a mental-health provider at lyon-martin. i am on to speak to the mental health piece of the clinic, which has not got a lot of attention, but i think it is crucial. we currently provide individual and group therapies, psychiatric services, and case management for approximately 100 clients every week. it is also a training facility for social service workers to take the knowledge they have learned from the clinic and they go out to other private practices or clinics and provide services to the clients who cannot have the benefit of living close enough to san francisco. we provide a short-term model of 12-20 sessions to clients. to be as accessible to as many people as possible. what happens, often, they go out into the committee and try to find other therapists or providers that can give them the support that they need that and not treat them like they are an anomaly. what happens is the request to return to lyon-ma

lyon-martin -- it seems like it would take very little to help get lyon-martin back on track. if it does, it will really help a lot of people. otherwise, they will not have that help. i agree with ms. russo. i do not believe i would be able to find another care provider if lyon-martin, and i simply will not go to the frustration. i will go back to relying on emergency room services and be in crisis mode. please grant their request for financial assistance. supervisor mirkarimi: think you. next speaker, please. >> i am the director of access of love community center, which holds a low-income and trans women's health group. i have been the guardian of that for 10 years. i stand in solidarity with many of the statements made today. i simply do not know where else we would be able to send some of the clients of axes of love who have health concerns without this resource being available. i was a prior client of lyon- martin. as a low-income woman, i do not have health care and do not know where transgendered women are going to be able to find the health care that is necessary and c

martin. they are very proactive. the other thing i would say is a think it is critical that lyon- martin for many reasons. one is that there will not turn you away if you are unable to pay. and that is an attitude that they are clear about their. -- there. it is not as clear in other city-funded health care situations. the community has done all it can. we raised a lot of money. please give us some money. [laughter] supervisor mirkarimi: next speaker, please. >> my name is nikki bass. i am a patient at lyon-martin and have been treated there since 2009. prior to that, i spent five years going from a clinic to clinic attempting to find treatments that addressed when medical situation. during this time, i was given different forms of medication my body could not tolerate. i would always wind up being told either you tolerate the medication are you do not, and there is nothing to do. i was told it was in my mind and was given a prescription for anti-depressant. i heard things about lyon- martin, and i found there were u

i think that lyon-martin patients should not have to leave just because lyon-martin board any sick of the leadership messed up. i think our people deserve the day of seeing their doctors. this is not about charity, this is about justice. we also know that our public health systems are already strapped, and there is not a single clinic that can take on 3500 people. thank you. supervisor mirkarimi: thank you very much. next speaker? >> thank you, i am gloria. back in 1991, the clinic received a grant from the tobacco-free project, the department of public health, to start a stop smoking program for lesbians and gay men. when that. and it, that could have banned it. it could have just been a blip on the screen. but it is an example of how lyon-martin health services has been inspirational and given leadership not only did the city but the state and beyond. the program continues to this day, and when i leave here i am going to a graduation. there have been over 100

we would certainly be able to do that for lyon-martin. supervisor mirkarimi: and with the clinic -- and with the clinic then be renewed as a candidate in the fiscal year in july? should all the corrective actions that have been mentioned here take place, then the renewed amounts starts all over again with the new fiscal year? >> certainly if in fact lyon- martin is able to fulfill all components of the action plan, and raise the additional $500,000 they believe they need by march 31, there would be no reason for the department to contract with -- there would be no reason for the department not to contract with lyon-martin. we would have additional monitoring program and reporting on the very monthly or quarterly basis to make sure that the department and city as a founder is knowledgeable about the fiscal condition of the organization. in terms of the amount itself, the amount they would receive under healthy san francisco would be reduced because we are in the process of transitioning some of their clients at this time, so they would not

lyon-martin is a national model. we have received an award for the care that we provide to the lesbian and transgendered community. i am going to give you a little bit of a sense of how we got to the place we are and then speak to how we move forward. one of the challenges is that we really do serve an underserved community. it is a challenging mix. about half of our patients are uninsured, over half, haute -- over half, and that means they pay us about $5 per visit on average. a visit costs about $300. during the time of 2009, 2010, when there was a downturn in the economy, there was also a failure in the management at lyon-martin, which led to a breakdown in our third party billing and other issues. at the time, the clinic was extremely cash poor, and yet, the clinic continued normal operations. executive management resorted to various a desperate measures in an attempt to stay afloat, and the board was not aware of the actions that were happening at that time. all of this really came to light in early december, wh

we believe firmly that we need lyon-martin. if they were too close, we do not know where we could transfer 500 transgendered patients. they have particular needs, and when we look at the clinical provisions, we do not have a provider that we could transfer to. we thank you for your attention and look forward to our work together. supervisor mirkarimi: sir, if i could, i would like to ask you a few questions. through the board. i think we were all shocked to hear of the closure of the clinic. what would be protocol so that that threat of having two overnight displays, say, 500 transgendered patients -- having to overnight displace, say, 500 transgendered patients -- a clinic is in trouble, at least there would be some early- warning signs, or some balloons floated, to hopefully avert that closure, or if it had to close, why it was such a shock. so that that closure would not seem so over the night but would at least be well prepared for. >> i think i can answer the question. we can also talk about healthy san francisco. patients
