democratic democracy. we recovered and for forty years ago democracy and spain has enjoyed a diversity of political projects and it has found a space of concordances world where all of the spanish people feel we presented. this is underpinned by the constitution by the regions and people and we are all bound to go together in one of the projects that has transformed us into one of the best countries in the world this has been cast into doubt by the recent events. ladies and gentlemen parliamentarians in the problems that we are not seeing and we can't alone are simply the consequence of the institutional crisis that has been fermenting there. soley on the responsibility of those who have been acting since a couple of months already on the six and seven september these events that took place then have set in motion a whole series of events that are unprecedented in our history. there is no discrepancy possible here but the governing forces in catalonia principle of the government have used their institutional put the position in order to tackle this loyally and at a high risk the constitution of spain and you have also weakened and cancelled the autonomy status of catalonia and this must not be allowed. to learn a government that's ignored the law the rules of the courts and has. proceeded to project an event as something democratic which is really completely graft of any democracy. in the name of the citizens and given that you are the party of the real presenting of the citizens we established the laws in line and in keeping with the constitution and in the interest of the citizens that is democracy and there is no possible alternative to this way and it isn't determined what we have seen in catalonia disorder in the division so on between the lines and also the decisions of companies to leave the region are the result of the kind of ignoring the law the rule of law is what gives us certainty and framework to work and this counseling of the law and ignoring the law leads to arbitrary a-t. arbitrary your t. and the rights of the citizens and harmony in citizenship disappear we lose your freedom but once the law is ignored therefore whatever is not legal cannot be considered. therefore i would like to. explain you some of the details of what has happened and the answer of the government fundamentally it has to be established that this referendum is illegal for our constitution establishes the unity of spain and the time to undermine this rule of law as. a total failure no result of this illegal referendum and fraudulent referendum can be seen as an argument to legitimated legitimize one of the decisions of this government and even less so the decision to declare independence i will certainly be listening to your comments and also the proposals that you make of this debate as we have seen is very important and as we have witnessed in the last couple of days it really strikes to the heart of catalan society and the spanish society catalans and the entire citizenry of spaniards are. watching with bated breath the events are unfolding but what we expect is to return to carmen certainty defending our values of coexistence as well and among these is respect and truth. ladies and gentlemen on the last first of october here the government of catalonia intended to implement an illegal referendum it was not in the senate it wasn't spontaneous and it certainly wasn't democratic it was a last chapter in a political strategy that aimed to undermine the entire catalan society and the entire society of spanish in spain imposing an independence and nobody wants to explain how we have come to this point it is important to really frame this state in order to understand what happened and in order to avoid. this kind of a wrench if it repeats itself in the future and we have to come back to. twenty twelve it was a moment where the economy of spain was in a grave situation all of the autonomy and the autonomic autonomous regions where in a difficult economic situation on the twenty of september of that year the president of the catalan government asked for a meeting where he. asked to have additional funds in order to. be held in order to deal with an overarching debt of more than five billion euros and we helped them and would like to remind you that this was not actually something that was within our constitution and could not be really and also the idea of independence and that was also table could not be accepted given that it was not in keeping with our constitution that this. invitation more than to start a dialogue on referendum was rejected it was very very. clearly but on my view part there was always a willingness to engage in dialogue so i have had more interviews and more debate in dialogues with representatives of the catalan government than with any other autonomous region and spain and we have always been very sensitive and very attuned to the difficulties of the catalan region in twenty twelve then we help the region and then there were referendums a so-called referendum that was established in two thousand and fourteen and every time that there was such a referendum the people organizing the referendum simply ended up losing this was never the supported by the catalan citizenship in order to push the end of the dependency envelope but instead of looking for alliance with the majority parties and catalonia instead of looking. forward they knew to the extremist minority party it is hard to see u.p.a. amongst others and. this was done accepted. and they accepted it as a condition to be supported in government to establish a referendum within eighteen months but it was simply untrue. and it is not true not that the other doesn't. thomas regions didn't support them because almost seventy billion euros were all so then you know afforded to that of almost a third of the entire budget of the country. and it is also not true when they claim that i am the only person who rejects that independence this entire august body the parliament has also in april twenty fourth rejected any attempt to wards in moving towards independence those are the facts and there is a clear support for this. there is a they do have the votes in order to establish a government in the catalog region but they do not have a mandate to declare independence that is clear. this is the first failure of a democratic failure if you will. to pretend that they are using democratic means to separate catalyze along or from spain but we should really see that it is only the spanish that can decide on any on any point like this it is actually democratic in its very nature but also antidemocratic when it comes to its consequences on the sixteenth of september on the sixth of september there was a debate that was a fraudulent debate in the capital in parliament. and. it was decided to disobey the decisions of the supreme court in spain and to suspend a number of deputies of the parliament and to not allow them to participate in the debate and you there were several constitutional tenets that were violated in that debate and on the seventh this was then this culminated in the so-called law of transition. the actual article cherry tarion and excluding nature of this this attempt it became clear to everyone and. they tried to pick catalans against other catalans and they tried to impose a kind of uniformity of opinion that didn't really exist this was really running roughshod over everything that is a true democratic rule which ladies and gentleman. before. it using us of simply sitting idle and i would like to stress that we have been absolutely decisive thanks to the cooperation of all of the institutions that we were able to stave off the food roll out of the referendum attendant and on that day it became very clear that the reform randomly did not meet the standards and norms established by the entire community of europe and it was very very clear that the referendum should not have taken place because it did not. it did not count on the kind of of criteria. this is an area of inclusion that is absolutely important because. this was thanks to the entire. group of institutions and authorities who all. all participated in avoiding and that this takes place you know then the supreme court also. suppressed the permission or declared that it was a referendum that was illegal if the result was than also the problem for the published. after the supreme court. if you had ruled on the issue and it was clear that the authorities could not move forward. any of. the civil guard following the instructions. was able to confiscate millions of ballots and the polings and went into numerous polling stations where there were no voting lists because the police forces intervene or. there was no clear census. and there was also an investigation launched by the police because of the use of illegal lists of voters that. the government had to learn then also issued sending out letter or letters to invite voters to vote which would normally have been absolutely vital and indispensable for any legitimate moment ladies and gentlemen there were no representatives of the other ministrations who were also there as would have been there as observers the those who promoted the referendum soley in charge of the referendum and had no supervision whatsoever and if all of this were not enough on the very first day after their return if they changed the rules of the game if you will and they said you can vote wherever you want and do not worry about the result if you can't vote in one polling booth you can go to another one. ladies and gentleman but it wasn't important that those who were in favor of a certain. we're also those who put up. the voting booths and manned the polling stations and of course it is no wonder we're small wonder that in certain areas there were more votes given than actual inhabitants lived in the region or in that place. people even voted in the streets or in some cases court yards or other places and the president actually declared victory even before the full vote had been counted. as you can see in this exercise a referendum does not meet the minimum standards of democratic supervision and the central electoral college was simply ratified this there's no country in the world who actually took any of this seriously and i like to under score the fact that. spain acted as any democratic country would have. the rule of law means up keeping and keeping in the rights of every spanish citizen and under very difficult circumstances our institutions have upheld the rule of law i'm referring to our judges to our prosecutors but i'm also referring to the police forces and the civil gone to go kill. all of them women. who were fully committed to the task and were highly professional in implementing it they. investigated they opened up files and they did. it went about their work in keeping with the rule of law and in keeping with the constitution and defending the law which is our obligation. nobody should be happy with what happened on the first of october nobody can be satisfied with what happened there not with the images that emerge from it not with the farce which was the referendum but also the violence against policemen and members of the civil guard not none of that should have happened but those who are responsible and we must remind ourselves are those who went ahead with this referendum knowing that it was absolutely illegal those who are if you will to continue. defying the constitution and mobilizing activists claiming that this should go ahead ladies and gentlemen what i tell them is do not look for other. those are the real culprits and that should not be deflected. why. has it been so ridiculous this claim to democratic legitimacy first of all. this is. this democracy that we have is absolutely tied to the framework that it is a constitutional law that every public representative commits you know to uphold and to. enforce. a democracy depends on rules of democracy without rules is not viable and a democracy and were rules and the constitution are simply ignored or cancelled is not a democracy. but. it is completely wrong to claim and something that has been claimed once and again is that the vote in itself is democracy voting against democracy or voting on the margins of democracy is not democracy itself and in this case none of the rules that underpin the democratic vote were actually in force the vote on the first of october was not a democracy exercise it was a vote against democracy and everything that has happened on that day in since then has not been anything else but the inevitable consequence of this illegal act so yes ladies and gentleman. and these past forty years our coexistence has in general terms been peaceful and democratic and we have all agreed to the fundamentals that have given us a routine and a kind of common project but. against a background of these current events and we do see how important these laws are these underpinnings of our society our. complexity of interests that mark and characterize a country like ours require a constant dialogue under the umbrella of law the law is the framework of that kind of dialogue if you don't have that frankly it is an endless succession of conflicts and friction if the law is not respected then the entire society then stands to suffer and the path is open to chaos and what happens is infighting and coexistence is suspended. before the first of october and after that date we have seen all kinds of examples of this breaking of the coexistence we have seen citizens confront each other and we have seen mayors who denied or or were not willing to work with authorities and there were all kinds of. i mean of all kinds of attacks on the security forces and those who. had a different opinion were continuously being harassed and being threatened and this kind of atmosphere dozens of companies have in the last couple of days decided to move their headquarters outside of cut a long enough. those are the same companies that underpin the wealth and the wellbeing of catalonia and have established catalonia as one of the. most admired will region for the entire world and thus the very fundamental and the very foundations of that region are being brought something that. also it is the federal budget that has been supporting that region more than any else and. almost up to twenty percent of that budget has gone into establishing hotels fermenting infrastructure and those are. facts and data that is very very impressive international travel. have travel and yet tourists have also issued and decided not to go to the region given these kinds of events and the chaos that has been taking place. we should not feel ourselves we should see that these are very very grave consequences of these events and other grave consequences will follow if we do not return to the rule of law and if catalonia does not return to the rule of law and to the galaxy and lawfulness it should happen. as soon as possible otherwise social deterioration economic deterioration will continue the authorities of the autonomy region have to put an end to this. to this path that is putting in danger their future to the future of the catalan people and their well being. in the last forty years in the catalans have enjoyed great recognition great autonomy and great freedom now all of this is being put at risk. every extremism and this is true destroys the very. precepts that they propose and the very concepts that they propose and this is something that we're seeing is being played out in catalonia nowadays and the truth of the impact. of the truth is that all of the falsities that have been mentioned the false claims. that have been mentioned need to be refuted it is not peaceful it will not be recognized recognized by europe and now everybody knows how high the cost is of the sort of kind of. this fraudulent referendum that took place on the first of october and should not and cannot take forward a community of seven hundred million people and one of the. cannot be allowed to influence the future of the fourth largest country in the european union. whatever goal of government whether the government presided over by myself or by any other person. will have to uphold the unity and the sovereignty of this country and this is a common good that cannot be negotiated cannot be amputated cannot be sold off or cannot be subjected to all kinds of whims and aberrations this is very very important and therefore nobody can be surprised that from the very very first beginning when it was a very very very first moment we have stood by the defense of our constitution and defended it. we have been able to count on great and important support. from all quarters and i want. the principles that underpin this other principles that allow us to have differences of opinion and peace. and i personally will commit to maintain this democracy and to also if possible extended in its possibilities and in its framework of. means to peacefully and we store on the unity and needs to overcome that fraction that fragmentation will catalonia as the rest just as the rest of spain is the result of numerous events and flows of the heads of people over the centuries. the future that we have is the future of the our diverse diversity we want to reach if we want to recover catalonia that has been so diverse and has been such a great contributor to the spanish history and that catalonia and the catalan isn't that has this something that has supported this vision of our country is very very important to us the constitutional and european cattle and was a great contributor in our collective successes and i appeal to this because i personally have also participated in some of those agreements where we recovered legality in the rule of law and the rule of law is the rule of law that we are all enjoying nowadays. dialogue is the main form to resolve conflicts in politics in everyday life any other context but i do have to warn you that it is not possible opinion to accept under the guise of some kind of. iranians dialogue to try and impose a number of principles or points of view that are simply not acceptable to the other part to the interlocutor it is also not possible to. put in doubt what has really been enshrined in the in the constitution. and i'm referring to the definition of sauber sovereignty that has been extended to all of the spanish people. there have been numerous mediators who offered their services in the last days most of them. with the best of intentions in order to try and find. an exit to the situ israel situation i would like to thank them for their interest and their commitment but there is no mediation possible between democratic law and disobedience and illegality. gentleman we are not trying to deal with different interpretations of the constitution in the laws of the government or the status of catalonia the government of catalonia knows exactly that they are violating the laws so when it comes to mediation that is not a question if you have a government that simply abandons their duty to uphold the constitution and the law and. in the face of this very very clear illegal action of catalans and the catalan government in particular the government really has no other option other than to act this is actually a way and you're invoking a right to engage in a dialogue on independence is simply fraudulent you know. but democratic constitution actually in whole or includes that kind of right there is no such a right under you and your longing even under you and law it only recognizes the rights of a stablished people and therefore there is an absolute requirement to uphold the unity of a country and it is absolutely incompatible. what has been proposed by the catalan government with the charter of the united nations once again it is completely wrong and runs against any international legal norm and there is no democratic country in the world that respects the international law and that is also an active member of the international community that would accept this and spain is such a country. gentleman we can have a dialogue even such a situation but of course we can have dialogues about public services the financing of public services. improving self-government efficiency and solidarity we can also talk about accountability we can also improve coexistence that is clear. within the legal framework of institutions as they exist and the. government of the. region has not really resorted to using these means of course we can also have dialogues with in all kinds of. of institutions including the parliament as it is year before we can use all the means offered by the legal framework and we can also talk about reforming the constitution. the constitution is not set in stone and there is certainly never had or never has been the ambition that it should be set in stone forever we can talk about those and certain principles can be changed by a majority process so the constitution can be modified but only by following the rules and procedures that have been foreseen to that effect in our kind of deliberative. democracy as ours we can have a dialogue about everything that i want but the dialogue and once again is the contrary or is the contrary of simply going down and i like illegal path ladies and gentleman. i would like to under scribe the words at the king and self employed on the third of october we will be able to emerge because we believe in our country and we are proud of who we are because our democratic principles are strong they are solid and they are strong and solid because they are based on the wishes of millions of citizens of spain to. live and coexist in peace and freedom. we will uphold the unity of spain always on the legal basis and with the aim of recovering social peace because we are all the sons of the same country. and all share the same country again. and. we are millions of men and women who have a common history share dream and walsall share difficult moments like all other countries our country has had difficult chapters in the past we have overcome them and we have been able to continue with our coexistence we have been together for centuries we have been mixing in people and we have been sharing experiences in this common house which is our house our diversity has become our fortress and that is why spain is suffering because what is happening this is spain that loves catalonia that sees catalonia as a fundamental element of its own party national with its own country with its old culture and really language this is this pain which is serene and peaceful which i wish to also salute me speaking at this lectern i also want to salute those thousands and thousands of spanish people who have descended on the streets also in the streets of catalonia in order to express spontaneously their patriotism the love for their country and also their and this by being from different sides of the political argument they have done so without exclusion with the happiness and well the conscience of being all members of a of the same national project and that's why we need to put an end to this confusion with serenity with prudence and we need to recover the peaceful unity bring in barbara basler for that she's our correspondent in brussels good morning to you barbara how are european union officials reacting to the catalan referendum. officially they are not reacting at all in officially over the weekend to prime ministers the one from belgium and the one from slovenia stuck their neck out and said now this referendum was illegal and illegitimate however those situations can never be solved by violence and particularly the belgian prime minister he knows what he's talking about because belgium has had in movement for years and years that flanders has those sort of flare ups of wanting to go it alone there's been a number of european parliamentarians talking over the weekend and everybody said and they were really united in their opinion this is not the way to go at it in officially of course in brussels there was shock and horror of during the last two weeks when this was sort of coming up because everybody knew this was like a train crash waiting to happen and the spanish government walked right into the trap that the separatist movement had set for them they created the pictures they wanted in barcelona that's the official opinion in brussels well what do we expect moving forward now from the european union barbara now that this illegal referendum has been held the european union has been so quiet about the catalan independence movement in the past are they likely to get more involved now. they can only get more involved terry if they are asked for instance to mediate i mean they're called that from people say now european union should try to get involved and offer itself as a mediator however we have to keep in mind that the european union is not. against the book popular opinion might think this supra national body who has a right to interfere in the eternal affairs of their member countries they simply don't so they have to of course talk and get on the telephone and they did get on the telephone to be on the heart of the
