i'm anne-marie green. this morning an uncertain truce to stop the deadly fighting in ukraine appears to be unraveling. ukrainian president and the leaders of three of the top opposition parties agreed to halt the violence late last night, but street feeting is reporting between anti-government protesters and police as barricades erected by demonstrators continue to burn in the heart of kiev. the truce came hours after the military promised an anti-terrorist operation to restore order. at least 28 people have been killed in this week's violence and today the foreign ministers from germany, france, and poland will travel to kiev to meet with both sides before an emergency meeting in brussels. holly williams is in the ukrainian capital. she joins us by phone. holly, it sounds like the situation there has deteriorated. >> reporter: that's correct. we are already seeing deadly clashes here in independence of kiev which has been occupied now for nearly three months. we have just witnessed ourselves dead bodies,

app marie, tell -- anne marie, tell me what happened. >> well, we know michael elliott, the prison escapee now in police custody. details are few as it just happened in the past half hour, but police tell me they captured him after a short police pursuit. he was driving another vehicle. until then, the last place he had been seen was right here in shipshawana, indiana. he escaped from the correctional facility last night between 6:00 and 7:00 and was discovered missing when he wasn't accounted for at 9:15. at midnight police received a call from a woman who said elliott abducted her in her red jeep and drove to a gas station two hours away. the red jeep was discovered in this neighborhood around noon today. the woman said that when he abducted her, he had a hammer and a box cuter. elliott is serving four life sentences for the shooting murder of four different people in 1993. it is believed he changed into kitchen clothes and cut through two fences at the prison to escape. obviously tonight the main question is how could this breech of security happen? obviously people in all of these neig
