[applause] massachusetts is a national leader in healthcare. one of the healthiest state in the nation we have th with the e of health care coverage. health care collectors economically and clinically it's constantly delivering solutions to some of the most challenging and complicated problems facing patients and their families. the flipside is the price we pay tpay. small business is on the highest health-insurance costs in the country. the price of the medical service is as much as 300% depending on where it is provided. the community hospitals continue to struggle and ironically some of the rules make it tough to practice modern medicine. later this year, we will file legislation to address these and other issues by expanding the use of medicine and rethinking some of the scope of practice guidelines and dealing with the issues that have negatively affected individuals and families dealing with mental health issues. in my home state of massachusetts over 760,000 people receive assistance. it is a program that is crucial for low-income hardworking families. snap is often just a supplement to a person or family's monthly food budget. the average snap participant receives about $126 a month which breaks down to a little over $1.40 per person, per meal. believe it or not, the funds that the president is demanding for his wall could be used to pay for an entire month of food for all 40 million snap participants and then some. while the snap funding program starts with low-income families, depending on how long this shutdown continues, furloughed federal employees themselves may temporarily need to rely on snap to keep food on the table. the shutdown is also negatively impacting thousands of businesses that are seeking and updating their snap licenses. not to mention the negative impacts of thousands of farmers who are already feeling the backlash of the president's tariffs. these same farmers are facing further setbacks because they'll now face delays in processing and rece
