you can see down here towards taiwan, matmo dropped a tremendous amount of rain. in eastern china, you have been seeing showers towards the of shanghai where we have seen rainfall. it's been resulting in the threat of flooding. i want to show you video most recently of a rescue effort. was forced into play because of flooding. they rescued people on two buses on sunday. the heavy rain caused a flash flood in a low lying section of a road here in the capital. most people abandoned their vehicles and fled to safety. but the bus passengers, including elderly and children waited for rescue. good news, no injuries from that story out there. that is the good news coming out of that. flood threat still going to be there, if you see showers pop up through the coming days. to the north, clear across japan. in the southern japanese islands, that will change up as we look through midweek. we have a tropical depression. we have two tropical depressions out here in the western pacific. first this one. it's not going to be a major typhoon. it will bring winds across the souther

matmo means heavy rains. let me first talk about this one, starting to affect the south coast of china. about 300 millimeters of rain has fallen in the hong kong area and this system will likely make its way towards the west, probably reach the northern parts of hainan island by this evening as a very strong typhoon. now this place, this haiko, capital of the province many people are living and then the system will likely make the third landfall in north vietnam by your saturday night. winds are going to be very, very strong, especially in the northern parts of hainan and the southern coast of china. mudslides are going to be a concern. across the philippines you're receiving rainfall to the west coast due to the enhanced southwest monsoon. rain is on the menu for the east coast because of a tropical storm sending moisture to the coastal areas, but this system is not going to make landfall. it is expected to move up to the northwest, so that's at least good news for people in the philippines. now across japan

this typhoon, named matmo, had just passed over the islands. the flight's departure had been delayed for an hour and 45 minutes because of the heavy storm, finally taking off a little before 6:00 in the eveni evening. a little more than an hour later, the twin prop plane attempted to lane. the first landing aborted by the pilot. the second time around, the plane went down off airport grounds. under lights, recovery crews worked and a black box has already been found. it has been a tough week, but generally, depths in aviation accidents are down. and here, survival for some. generally it's those riding in the back of the plane who make it out alive. >> at the end of the day, we have to look at the whole picture. flying remains far safer than you getting in the car and driving to the grocery store. >> reporter: in the taiwan incident, the good news is that investigators have ma black box and they will know very soon whether or not this -- what happened in the last couple of seconds before that crash, diane. >> all right, david kerley reporting in

at a typhoon making its way across japan, and then rasmussen across philippines and choona, and now matmos taiwan and china. let's look at what the forecast will be for the storm. it made its way across taiwan. we are looking at another landfall on wednesday afternoon. parts of china. out of the storm we have seen incredible amount of rain over the last 24 hours. it brought a lot of wind, category 2. as it pushed over parts of taiwan. we have seen a lot of rain. i want to show you totals coming out of the storm, on the backside of the storm where the rain was located. in a one-hour period this received about 5.5 inches of rain, and almost about 18 inches of rain. that much rain and that little spin - this means we'll see a lot of mud sides. land side and flash flooding. we'll keep you up to date. that is a look at your national weather. the if yous is n. >>> detroit is a step closer to bankruptcy. workers and retirees voted yes to pension cuts. not all were in agreement. >> to remake a city you have to tear some of it down. the city council is trying to restructure 18 bullion of debt with

errol, this plane was already delayed because of the weather, the severe weather in the area, typhoon matmo had just swept through taiwan, was on its way out of the region into mainland china when this plane was cleared to take off for the relatively short flight from southern taiwan to one of the penghu islands. it appears that it tried to land and then bailed out of that landing, was in communications with the tower and then lost communications and crashed right into a residential area. and those dramatic pictures of the plane mangled in those houses and despite that it appears several people might have escaped the wreckage, though their injuries at this stage are unclear. errol? >> we should explain the penghu islands off of taiwan's west coast where this storm is still churning is that it moved from taiwan to china. this type of plane, though, would travel to islands like this on a regular basis. talk to us about exactly where this happened. >> this is a short flight. planes like this into other islands and between taiwan islands so this would have been a very regular scheduled flight a
