we'll begin with abc's matt gutman in baton rouge, louisiana, tonight, on this new idea. matt? >> reporter: diane, think of it this way. it's an arm wrestling match between this mud and that oil. now, engineers are going to use pumps four times bigger than this to try to jam that mud into the well. now, if the mud wins, it could be game over. the government said it could make a decision on the plan as early as tomorrow, for implementation as early as next week. >> the static kill discussions are ongoing right now and we'll probably have a good idea over the next 24 hours. >> reporter: according to the plan, engineers would force feed a cocktail of over 200,000 gallons of mud and cement 13,000 feet down the well, all of it pumped through these two pipes in the sealing cap. that drilling mud, 4,000 bathtubs worth, could be slowly, methodically pumped in. it's similar to the top kill method that failed in may. the advantage this time, the cap has stopped the powerful flow of oil, making it easier to overwhelm. do you think this is the best chance they have of succeeding and ending

good morning, matt. >> reporter: good morning.his morning, all eyes on the pressure gauges inside that cap. rising slowly but steadily. bp has indicated that it could keep this going for weeks. but the government stepped in and said, it may ask them to pump all of that oil to the ships on the surface. this 80-ton cork called the stacking cap continues to seal in oil. pushing up with the force of 50 fire hoses. and late yesterday in a statement, admiral thad allen said that the u.s. government and bp have agreed to allow the well integrity test to continue another 24 hours. but, bp says they could keep the well seal for weeks. they couched the success in double negatives. >> there's no evidence that we lack integrity in the well. >> reporter: scientists had feared the pressure of shutting that oil in, could rupture the well's cement casing. that's not happening. >> as long as it's holding the pressure that's building inside of it, that's a very, very good sign. >> reporter: yet, the government may still ask bp to open it and begin

our matt gutman is in buras, louisiana, with the latest. good morning, matt. >> reporter: good morning, bianna. this 48-hour test may no longer be a test. overnight, increasing confidence from bp that the well is withstanding all of that pressure. and that maybe, just maybe, that seal can hold on for a couple more weeks, until the relief wells are drilled. effectively meaning, the spill is over. murky water, debris floating, but no oil. two days later, the well is still sealed. the oil, shut in for now. all eyes remain on those crucial pressure readings. scientists had hoped for 7,500 pounds per square inch. the gauge remains at 6,700 psi and rising, but barely. >> the pressure buildup we're seeing is consistent with reservoir depletion and soil integrity. >> reporter: government scientists believe the well has spent itself. disgorging its contents into the gulf over the past three months. and that so far, it's holding up. earlier, there had been some concern that low pressure meant a leak somewhere along the pipeline. so, the test proceeds

good morning, matt. >> reporter: good morning to you.is a software deal with oral and the government specifically the general service administration. and what the justice department is alleging in this lawsuit that's been brought against oracle is that the company failed to disclose and extend commercial discounts that were available to the government. since they weren't disclosed they were applied and as a result taxpayers were overcharged because of the contract. oracle hasn't made any comment thus far in this case. this case was originally brought by a whistle-blower at oracle, a guy who worked for the company itself notified the government about what was going on. and under the federal false claims act, that whistle-blower is eligible to receive 15 to 25% of the damages in this case. so he is looking at quite a reward if this goes through. oracle hasn't commented and all these are just allegations at this point. live in san jose, i'm matt bigler for cbs 5. >> so the claims are that oracle would normally offer a discount or something

i'm matt bigler in san jose for cbs 5. >>> palo alto police have released a sketch of a man they thinkams up with a young boy to rob homes. investigators say he waits in the car outside while the boy, about 10 years old, enters the houses. police say the boy is involved in at least three incidents earlier this month. so far the only thing known to be stolen is a skateboard. >>> new state rules are making it tougher for utility companies to just shut off customers' power. the new regulations took effect yesterday. they have to tell customers when customers are close to having their power cut off and the customers must be given at least three months to catch up on past due bills. utilities are no longer able to require late paying customers to make additional deposits. as for customers who do get disconnected, they can pay the deposit with a credit card instead of actually having to come up with the cash. >>> calling it quits, why ellen degeneres says she is leaving "american idol" and who is rumored to be taking her place. >>> and we are expecting a warmer weekend. that's right. tempera

kcbs radio's matt bigler getting a charge out of the electric car conference which they call plug-in 2010. >> reporter: here in san jose, it is the focal point for all things electric this week. it's the plug-in 2010 conference at the san jose convention center. manufacturers of all electric vehicles plug-in vehicles, all types of electric vehicles, are showcasing their technology as well as the people who are developing these charging stations for electric cars. one of the experts that we spoke to this morning said that it's sort of a catch-22 for electric cars. people aren't going to want to buy them until they know there are places to plug in at work on the road, but you can't have the money to invest in that technology to build these charging stations until there are enough people on the road to warrant it. that's one of the things that's being talked about at the plug- in 2010 conference. it's open to the public for free tonight starting at 5:30. if anyone wants to come down to the san jose convention center and check out these next generation vehicles. i'm matt bigler in san jo
